Instructions for the Terms and Conditions of the Traffic Accident Database 2024
The Central Bank of Jordan issued Instruction No. (19) of 2024, effective January 1, 2025, mandating that licensed insurance companies enter traffic accident data into a centralized database immediately upon claim registration. The Jordanian Union of Insurance Companies is required to establish electronic linkages for data entry and submit quarterly statements detailing accidents with issued diagrams but missing company data. Insurance companies must also register deductible amounts in the database when claims are opened and adhere to Central Bank cybersecurity directives.

Instruction No. (19) of 2024 Instructions for the Terms and Conditions of the Traffic Accident Database for the Year 2024
Issued pursuant to the provisions of paragraph (b) of Article (109) and Article (100) of the Insurance Activities Regulation Law No. (12) of 2021, and paragraph (a) of Article (6) of the Unified Office for Compulsory Motor Insurance System No. (51) of 2024
Article (1): These Instructions shall be known as the "Instructions for the Terms and Conditions of the Traffic Accident Database for the Year 2024," and are issued based on the provisions of paragraph (b) of Article (109) and Article (100) of the Insurance Activities Regulation Law No. (12) of 2021, and paragraph (a) of Article (6) of the Unified Office for Compulsory Motor Insurance System No. (51) of 2024. They shall be effective as of 1/1/2025.
Article (2): A- The following words, wherever they appear in these Instructions, shall have the meanings assigned to them below, unless the context indicates otherwise: Law: The Insurance Activities Regulation Law No. (12) of 2021. System: The Unified Office for Compulsory Motor Insurance System No. (51) of 2024. Union: The Jordanian Union of Insurance Companies. Unified Office: The Unified Office for Compulsory Motor Insurance established pursuant to the provisions of Article (94) of the Law. Company: An insurance company licensed to practice the branch of motor vehicle liability insurance.
B- The definitions contained in the Law and the System shall be adopted wherever referenced in these Instructions, unless the context or situation indicates otherwise.
Article (3): In implementation of the provisions of Article (6) of the System: A- The Union shall be committed to the following:
- Enabling the Company to enter all data related to traffic accidents caused by vehicles insured by the Company and traffic accidents caused by vehicles insured within the complexes and the orange card, via electronic linkage to the Traffic Accident Database.
- Conducting an electronic link between the Traffic Accident Database and the system for issuing electronic diagrams to provide the data contained in the electronic diagrams to the Traffic Accident Database.
B- The Company shall be committed to entering traffic accident data specified by a decision of the Governor into the Traffic Accident Database, regarding all accidents registered on vehicles insured by it.
C- The Company shall be committed to entering traffic accident data registered on vehicles insured by it into the database immediately upon registering a claim with it, and it must update and enter any new data as it arises on a first-come, first-served basis.
Article (4): The Company shall be committed to registering the deductible amount (excess amount) on the Traffic Accident Database when the affected party visits the Company and a claim is opened.
Article (5): The Union shall provide the Central Bank with a detailed quarterly statement including all traffic accidents for which a traffic accident diagram (sketch) was issued, but the concerned Company has not entered the relevant data into the database prepared for this purpose.
Article (6): The Union shall be committed, regarding the Traffic Accident Database, to all instructions, decisions, or circulars issued by the Central Bank concerning information security and cybersecurity.
Article (7): The Governor shall issue the necessary decisions to implement the provisions of these Instructions.
