This document establishes the interim accounting procedures for commercial banks in Uzbekistan regarding operations with state short-term bonds, including brokered transactions and market trades. Interim Procedure for Accounting of Operations Related to State Short-Term Bonds in Commercial Banks
[Registered by the Ministry of Justice of the Republic of Uzbekistan on November 9, 1998, registration number 523]
This Interim Procedure (hereinafter referred to as the Procedure in the text) was removed from the state registry based on Order No. 374-mh dated August 28, 2019 of the Minister of Justice of the Republic of Uzbekistan "On Removing Departmental Normative Legal Documents from the State Registry" (registration number 523-4, dated 28.08.2019).
This Interim Procedure (hereinafter referred to as the Procedure in the text) was developed in accordance with the Law of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan" and Resolution No. 119 of the Cabinet of Ministers of the Republic of Uzbekistan dated March 26, 1996, and regulates the specific features of maintaining accounting records in commercial banks for operations with state short-term bonds of the Republic of Uzbekistan (hereinafter referred to as Bonds in the text). Accounting for operations with Bonds in banks is carried out in accordance with the rules established by the Central Bank of the Republic of Uzbekistan (hereinafter referred to as the "Central Bank") for accounting for banks' operations with securities and this Procedure.
According to the content of this Procedure:
"Operations of commercial banks with Bonds" means the purchase and resale of bonds by commercial banks in their own name, at their own expense, and at their own initiative;
"Brokerage operations with bonds" means the purchase and sale of bonds by banks on behalf of and at the expense of their clients, based on a commission or mandate contract ("brokerage contracts") concluded with them.
2.1. Funds received from clients and payable to clients for banks' brokerage operations are accounted for in the personal account "Funds of Clients for Brokerage Operations with Securities" of account 22608 "Funds of Clients for Operations with Securities".
The credit of account 20296 accounts for the following:
funds transferred by clients to the bank under brokerage contracts for payment of future brokerage commissions for the purchase of securities from third parties by the bank — from account 20200 "Demand Deposits" (if the client uses this bank's services) in correspondence or from account 10301 "Correspondent Account of the CBR 'Nostro'" (when transferring funds from a client's account in another bank);
funds received from the resale of securities by the bank on the basis of brokerage contracts — from account 10301 "Correspondent Account of the CBR 'Nostro'";
The debit of account 20296 accounts for the following:
funds spent by the bank on the purchase of securities at the request of clients — from account 10301 "Correspondent Account of the CBR 'Nostro'";
funds returned to clients for unexecuted brokerage contracts for the purchase of securities — from account 20200 "Demand Deposits" (if the client uses this bank's services) in correspondence or from account 10301 "Correspondent Account of the CBR 'Nostro'" (when transferring funds from a client's account in another bank);
funds transferred to clients for executed brokerage contracts for the sale of securities — from account 20200 "Demand Deposits" (if the client uses this bank's services) in correspondence or from account 10301 "Correspondent Account of the CBR 'Nostro'" (when transferring funds from a client's account in another bank);
funds received by the bank as a commission reward for the execution of brokerage contracts — in correspondence with account 45209 "Income from Investment Intermediary Activities of the Bank with Securities".
The bank maintains analytical accounting for clients' personal accounts according to balance sheet account 22608.
2.2. The bank executes brokerage contracts for the purchase of securities only after the client's funds have been deposited in balance sheet account 20296 under the brokerage contract.
When depositing funds, the bank makes the following entries:
a) if the client has an account in this bank:
Dr Account 20200 "Demand Deposits"
Cr Account 22608 "Funds of Clients for Operations with Securities".
b) if the client transfers funds from their account in another bank:
Dr Account 10301 "Correspondent Account of the CBR 'Nostro'".
Cr Account 22608 "Funds of Clients for Operations with Securities".
A payment order formalized by the client serves as the basis for executing the transfer.
2.3. If the brokerage order for the purchase of securities is not executed and funds are returned to the client, the bank makes reverse entries to those specified in paragraph 2.2.
2.4. After the brokerage order for the sale of securities is executed, the bank transfers funds payable to the client. The following entries are made:
Dr Account 22608 "Funds of Clients for Operations with Securities".
Cr Account 20200 "Demand Deposits"
(or 10301 "Correspondent Account of the CBR 'Nostro'").
for the relevant client's account.
3.1. To reflect settlements for bonds, banks open special personal accounts "Settlements for Operations with State Short-Term Bonds" in balance sheet accounts 19997 "Other Assets" and 29801 "Settlements with Clients".
3.2. To participate in auctions for the placement of the next bond issues or in secondary market trades for bonds, the bank makes an initial transfer of funds to its account at the Uzbekistan Republic Currency Exchange (hereinafter referred to as "UZEX" in the text) based on the estimated volume of operations with bonds.
The following entries are made:
Dr 19997 ("Settlements for Operations with State Short-Term Bonds" account),
Cr UZEX account.
3.3. The bank participates in auctions for the placement of the next bond issues and in the redemption of bond issues whose circulation period is expiring. If the settlement date for bonds of the next issues in the auction coincides with the settlement date for the redemption of bond issues, the bank executes the settlement of obligations of the Uzbekistan Republic Ministry of Finance (hereinafter referred to as the "Ministry of Finance") in UZEX for the amount paid for the issuance of new bonds purchased from the Ministry of Finance in the auction against the redemption of the issue by the bank.
Based on the settlement results, the bank may be a net creditor or net debtor to the Ministry of Finance.
3.4. The bank executes the purchase and sale of bonds in the secondary market through UZEX. Based on the results of trades, the bank may be a net creditor or net debtor to all other trade participants.
3.5. If the bank is a net debtor based on the results of auctions and redemptions or based on the results of the next trades in the secondary market, UZEX writes off from the bank's personal account on the day of the auction or trade an amount equal to the bank's debt balance. An extract from the UZEX transaction registry for bank operations serves as an attachment to the account statement.
3.6. If the bank is a net creditor based on the results of auctions and redemptions or based on the results of the next trades in the secondary market, UZEX transfers the balance amount to the bank's personal account on the day of the auction or trade and provides the bank with an account statement. An extract from the UZEX transaction registry for bank operations serves as an attachment to the account statement.
3.7. After the auction or trades are completed, UZEX transfers the remaining funds balance from its bank account to the bank's account.
Dr Account in UZEX,
Cr Account 11005 "Correspondent Account of the Central Bank — Nostro".
In this case, the bank makes the following entries:
Dr Account 10301 "Receipt from 'Nostro' Correspondent Account of the CBR"
Cr Balance Sheet Account 29801 (personal account "Settlements for Operations with State Short-Term Bonds").
3.8. Upon receiving funds from UZEX, on the same day, the bank closes the relevant personal accounts of balance sheet accounts 19909 and 29801 with the following entry:
Dr Account 29801 (personal account "Settlements for Operations with State Short-Term Bonds"),
Cr Account 19997 (personal account "Settlements for Operations with State Short-Term Bonds").
3.9. If the amount accounted for in the balance sheet account under the debit of the personal account 19997 "Settlements for Operations with State Short-Term Bonds" is less than the amount received from UZEX after the entries specified in paragraph 6.3 of this Procedure are made, the difference amount is kept in account 29801 until the relations with UZEX are regulated.
If the amount accounted for in the balance sheet account under the debit of the personal account 19997 "Settlements for Operations with State Short-Term Bonds" is more than the amount received from UZEX after the entries specified in paragraph 6.3 of this Procedure are made, the difference amount is kept in account 19997 until the relations with UZEX are regulated.
After clarifying the reasons, the regulation of the difference is carried out through additional settlements with UZEX or by making entries to the bank's accounting.
4.1. Accounting for bonds purchased at the bank's own expense is carried out in balance sheet account 10701 "State Treasury Bills". The debit of this account accounts for the value of bonds purchased by the bank in the primary and secondary markets, including brokerage commissions, commission fees, and other expenses related to the purchase of bonds.
The credit of this account accounts for the value of bonds previously purchased in the primary or secondary markets and resold or redeemed by the bank.
4.2. Bonds purchased by the bank must be subject to periodic revaluation. Revaluation means determining the balance sheet value of bonds held in the bank's portfolio as of the end of the relevant business day.
4.3. Revaluation is carried out by multiplying the number of bonds held in the bank's portfolio as of the end of the relevant business day by their "market price". The "market price" of bonds means the calculated average price of the auction (in the primary market) or the calculated average price in UZEX trades for the relevant day (in the secondary market).
4.4. Revaluation of bonds in the secondary market is carried out by banks on the day of conducting trades or, regardless of whether the bank conducted operations with bonds on that day, on the day of the auction in the primary market.
4.5. An increase in the balance sheet value of bonds as a result of revaluation is considered bank income and must be transferred to the relevant balance sheet account for accounting for income from commercial operations with state securities — 456XX.
A decrease in the balance sheet value of bonds as a result of revaluation is considered bank expense and must be transferred to the relevant balance sheet account for accounting for losses arising from commercial operations with state securities — 5561XX.
4.6. For each day of bond issuance, the bank opens a special journal, the form of whose sheets is provided in Appendix 1. The cover of the journal records the date of opening, the name ("Personal Account Journal" for balance sheet account 10701 "State Treasury Bills" personal account "State Short-Term Bonds"), the state registration number of the bond issue accounted for in this register, and the dates of issuance and redemption of bonds. The journal is maintained in electronic form with mandatory daily publication of all entries made during the business day. As many Personal Account Journals are maintained as the number of bond issues circulating in the market at the same time.
Each page is numbered in ascending order and signed by the responsible bank employee responsible for controlling the correctness of operations with securities.
The basis for making entries in the Personal Account Journal is extracts from UZEX transaction registries, and for banks that are not Dealers, contracts with Bank-Dealers and reports on the execution of orders to purchase or sell.
4.7. Entries are made in the Personal Account Journal at the end of each business day on which operations in the bond market were conducted. The journal is filled out as follows:
a) Column 1 indicates the date of the operation;
b) The first row of columns 1–6 contains information about the remaining balance of Bonds of these issues in the bank's portfolio at the beginning of the business day (in column 1 the words "Balance at Start", in column 2 the number of Bonds of these issues in the portfolio, in column 3 the "market price" of the previous business day, in column 6 the data from columns 2 and 3 are entered);
c) Columns 2–6 contain row-by-row information about all transactions for the purchase of bonds by the bank on this business day (in column 2 the number of bonds purchased for each transaction is indicated, in column 3 the transaction value for the purchase of these bonds, in column 4 the data from columns 2 and 3, in column 5 the amount of expenses for the purchase of bonds — UZEX commission, brokerage, commission, and other expenses, in column 6 the sum of data from columns 4 and 5 is entered);
d) Columns 7–10 contain row-by-row information about all transactions for the sale of bonds by the bank on this business day, regardless of the data in columns 2–6 (in column 7 the number of bonds sold for each transaction is indicated, in column 8 the transaction value for the sale of these bonds, in column 9 the data from columns 7 and 8, in column 10 the amount of expenses for the sale of bonds — UZEX commission, brokerage, commission, and other expenses, in column 6 the sum of data from columns 4 and 5 is entered);
e) Turnovers are calculated for columns 2, 4, 5, 6, 7, 9, 10 (overall results of the purchase and sale of bonds during the day);
f) The remaining balance of bonds in the bank's portfolio is calculated at the end of the business day (the balance in column 2 is added to the result of turnovers in column 2, and the result of turnovers in column 7 is subtracted, and the result is written in column 2 opposite "Balance at End");
g) The "market value" of bonds for this issue on this business day is entered in column 3;
h) In column 6, the revalued volume of the bond portfolio for this issue according to the new "market value" is indicated;
i) Changes in the volume of the bond portfolio value for this issue are subtracted (the balance at the start in column 6 is subtracted from the balance at the end in column 6); if the result is positive, the value of bonds in the bank's portfolio has increased, if negative, it has decreased;
j) Settlement balances between the bank and other market participants are subtracted (the result of turnovers in column 6 is subtracted from the result of turnovers in column 9); if the result is positive, income from the sale of bonds is higher than expenses for the purchase of bonds, if negative, it is lower;
k) The revaluation amount of the portfolio is determined (the sum of changes in portfolio value is added to the sum of settlement balances); if the revaluation amount is positive, the bank has made a profit due to price differences, if negative, it has incurred a loss.
An example of filling out the Personal Account Journal and calculating results is provided in Appendix 2a.
4.8. The results of each business day are simultaneously calculated as information for the start of the next business day. Recording information for a new business day begins on a new page of the journal.
4.9. If the bank purchases bonds in the primary market from the Ministry of Finance, the bank opens a new Personal Account Journal and fills it out in the order specified in paragraph 4.7 of this Procedure. In this case, the calculated average price at the auction is indicated as the "market price" of bonds at the end of the business day.
An example of filling out the Personal Account Journal and calculating the results of purchasing bonds in the primary market is provided in Appendix 2b.
4.10. When bonds belonging to the bank are redeemed, the bank fills out the relevant Personal Account Journal in the order specified in paragraph 4.7 of this Procedure. In this case, a price of 100 percent of the nominal value is indicated as the selling price of bonds.
An example of filling out the Personal Account Journal and calculating the results of redeeming bonds belonging to the bank is provided in Appendix 2v.
4.11. The bank maintains a Turnover Journal for operations with state short-term bonds, in which the overall results of the bank's commercial operations with bonds are reflected. A new cover is opened for the next Turnover Journal. A fully used Turnover Journal is closed and kept permanently in the bank. The Turnover Journal is maintained in electronic form, and all entries for the business day are published daily. The cover of the journal records the volume number, the date of opening, and the name ("Turnover Journal for Operations with State Short-Term Bonds"). The Turnover Journal consists of sheets, the form of which is provided in Appendix 3. Each sheet is intended to reflect operations for one business day.
The Turnover Journal is filled out daily based on the data of the Personal Accounting Journal on the results of the bank's operations with bonds in the primary and secondary markets.
4.12. The Turnover Journal is filled out for the results of operations in the secondary market as follows:
a) Column 1 indicates the date of the operation;
b) Under the date of execution of operations in Column 1, the state registration numbers of the bond issues circulating on that day are listed row by row, even if the bank did not conduct operations with them on that day.
c) Columns 2–4 contain final settlement data transferred from the Personal Accounting Journal in the relevant rows of bond issues;
d) Column 5 executes balance settlement with balance sheet account 10701 "Government Treasury Bills" for each bond issue (data on the balance at the end of the business day for the relevant Personal Accounting Journal) and is used to check the correct maintenance of the relevant account in bank accounting;
e) Column 6 calculates income or loss from revaluation results for the current month for each bond issue in an ascending order (data on the balance at the end of the previous day is added to the data in Column 4); income and loss calculations are re-executed at the beginning of each calendar month and serve statistical and analytical purposes;
f) Column 7 indicates the amount of expenses incurred by the bank from the sale of bonds with a "minus" sign (UZEX commission, brokerage commission, and other expenses);
g) Results are calculated for columns 2–7, where the result in Column 4 must be equal to the sum of results in Columns 2 and 3;
h) For the final data in columns 2, 3, 4, 7, the "Dr" or "Cr" signs of the relevant account are placed according to the following rules:
if the result in Column 2 is positive, the sign "Dr 10701 'Government Treasury Bills'" is placed; if negative — "Cr 10701 'Government Treasury Bills'";
if the result in Column 3 is positive, the sign "Dr 19997" is placed; if negative — "Cr 19997";
if the result in Column 4 is positive, the sign "Cr 456XX" is placed; if negative — "Dr 5561X";
under a negative result in Column 7, the signs "Dr 55110" and "Cr 19997" are placed.
Final results are used for entry into the Summary Results Journal.
An example of filling out the Turnover Journal for operations in the secondary market is provided in Appendix 4a.
4.13. The results of operations in the primary market are filled into the Turnover Journal in the same order as operations in the secondary market. An example of filling out the Turnover Journal for operations in the primary market is provided in Appendix 4b.
5.1. The bank maintains a Journal for Accounting of Brokerage Operations, which consists of sheets, the form of which is provided in Appendix 5. The cover of the journal contains a record of the date of opening and volume number, and the journal name is written (Journal for Accounting of Brokerage Operations with State Short-Term Bonds). A fully used journal is closed and kept permanently in the bank.
The journal is maintained in electronic form, and all entries for the business day are published daily.
Each page is numbered in ascending order and signed by the responsible bank employee responsible for controlling the correctness of operations with securities.
The journal is filled out daily based on the UZEX transaction registry, extracts from brokerage contracts with clients, on the results of the bank's operations with bonds in the primary and secondary markets.
5.2. The Journal for Accounting of Brokerage Operations is filled out for the results of operations in the secondary market as follows:
a) Row by row, the date of execution of operations, the state registration number of the bond issue,
b) information about all transactions carried out by the bank based on customer orders with the bonds of this issue in the row at the bottom of the journal; in this case, in column 3, the operation for selling operations is marked with a "minus" sign, and the operation for buying is marked with a "plus" sign; in column 5, the operation for selling is plus (inflow of funds), and for buying is minus (expenditure of funds); in columns 1 and 2, the registered numbers of customers and executed orders are indicated according to the bank's methodology.
c) the calculation of the commission reward collected by the bank for executed orders from customers is presented in column 6; the calculation is carried out based on the principles established in the contract between the bank and the respective customer;
d) the commission reward payable to the Uzbekistan Stock Exchange (UZEX) for its benefit is presented in column 7, and this calculation is carried out based on commission rates in accordance with the contract between the bank and UZEX;
e) information about bonds for various issues is entered into the journal in the form of "blocks" for each issue separately;
f) after entering information about broker transactions into the journal, the total result is calculated for columns 5–7;
g) under the results of columns 5–7, the signs "Dr" (Debit) and "Cr" (Credit) are placed according to the following rules:
if the result for column 5 is positive (income received by the bank from bonds sold through UZEX is higher than payments made by the bank to UZEX for buying bonds), the signs "Dr 19997 — Cr 20296" are placed (this means that the amount received from UZEX must be transferred to customers' accounts),
if the result for column 5 is negative (income received by the bank from bonds sold through UZEX is lower than payments made by the bank to UZEX for buying bonds), the signs "Dr 20296 — Cr 19997" are placed (this means that the amount paid by the bank to UZEX must be deducted from customers' accounts),
under the results of column 6, the signs "Dr 20296 — Cr 45209" are placed (this means that the bank collects the commission to be transferred to itself under broker contracts with customers and transfers this sum to its own income),
under the results of column 7, the signs "Dr 55110 — Cr 19997" are placed (this means that the bank transfers the commission sums from its own accounts to UZEX).
5.3. The register for accounting for broker transactions is filled out in the same manner as for transactions in the secondary market, based on the results of transactions in the primary market, taking into account the following aspects:
the price of redeemable bonds is equal to 100 percent;
the word "redemption" is written opposite the state registration number of redeemable bonds, and the word "placement" is written opposite the issue to be redistributed.
6.1. The bank presents the results of commercial and broker operations with bonds in the "Summary Results Journal." When using the next summary results journal, a new page is opened. The fully used journal is closed and kept permanently at the bank. The journal is maintained in electronic form, and all entries for the business day are published daily.
The volume number, the date it was opened, and the name are written on the cover of the journal ("Summary Results Journal for Operations with State Short-Term Bonds"). The journal consists of sheets, the form of which is presented in Appendix 7. Each sheet is intended to reflect the results of operations for one business day. The journal is filled out daily based on the results of the bank's operations with bonds in the primary and secondary markets, using data from the turnover journal and the register of accounting for broker operations with bonds.
6.2. The Summary Results Journal is filled out in the following order:
a) the date of the transaction is written in the first column,
b) information from the turnover journal is indicated in the "Commercial Operations" section, where:
final results from columns 2–4 of the turnover journal are copied along the "main" row into columns 2–7,
final results from column 7 of the turnover journal are copied along the "selling expenses" row into columns 3 and 8,
c) final information from the register of accounting for broker transactions is copied into the "Broker Operations" section, where:
final information from column 5 of the register of accounting for broker transactions is copied along the "main" row into columns 2, 3, 10, 11,
final information from column 5 of the register of accounting for broker transactions is copied along the "commission (customers)" row into columns 9 and 10,
final information from column 7 of the register of accounting for broker transactions is copied along the "commission (UZEX)" row into columns 3 and 8.
d) totals are calculated for the "turnover" row in columns 2–11,
e) the "total" row is filled out according to the following rules:
the net debit or credit sum for account 19997 is calculated for columns 2 and 3;
the net debit or credit sum for account 10701 is calculated for columns 4 and 5;
relevant information is copied from the "turnover" row into columns 6 or 7;
relevant information is copied from the "turnover" row into columns 8 and 9;
the net debit or credit sum for account 20296 is calculated for columns 10 and 11.
An example of filling out the Summary Results Journal is presented in Appendix 7a.
6.3. After the above entries and calculations are made in the journals, an internal order is issued in the accounting department of the bank on the same business day regarding the execution of the corresponding accounting entries. The order contains instructions indicated in the Summary Results Journal (numbers marked with "Dr" and "Cr" signs) for debiting and crediting balance accounts 10701, 22608, 19997, 5561X, 456XX, 55110, 45209.
The order is signed by a responsible employee of the bank and submitted to the accounting department for execution on the same business day. The bank's accounting department must execute the accounting entries specified in the order on the day the order is received.
