Joint Fit and Proper Assessments by DNB and AFM

De Nederlandsche Bank (DNB) and the Dutch Authority for the Financial Markets (AFM) collaborate to prepare and align fit and proper assessments and interviews for banking sector personnel. For significant institutions, the joint supervisory team prepares a draft decision which DNB presents to the European Central Bank (ECB), with the ECB retaining final decision-making authority and deviating from the draft only in exceptional cases. For non-significant institutions, fit and proper assessments proceed through the standard consultation process between DNB and the AFM.

Significant institutions

For significant institutions, the ECB's procedures must be adhered to. As described above, DNB and the AFM work together in preparing and aligning their fit and proper assessments and assessment interviews. The ECB takes the final decision, based on the findings of the joint supervisory team (JST).

DNB will present the ECB with a draft decision, taking into account the AFM's recommendation. The ECB takes the final decision. The ECB will deviate from the national supervisory authority's draft decision only in exceptional cases.

Non-significant institutions

Fit and proper assessments for non-significant institutions take place in the usual consultation with the AFM.
