Massage Establishment Registration Now Open

The Utah Department of Commerce’s Division of Professional Licensing mandates that all massage establishments register to continue operating legally. Strict enforcement of this requirement begins on September 1st, 2026, applying to fixed locations including multi-practitioner venues and booth rentals, while each physical location must be registered separately. Exemptions exist for certain sole practitioners, medical facilities, and schools, with applications available electronically or via downloadable forms.

Salt Lake City — The Utah Department of Commerce’s Division of Professional Licensing (DOPL) is implementing a new registration requirement for Massage Establishments, as mandated by the Utah Massage Therapy Practice Act ( Utah Code § 58-47b-301.1 ).

DOPL has allowed those in the massage industry a grace period to learn and comply with the new laws and rules since this legislation went into effect. However, DOPL will begin strict enforcement of registration requirements on September 1st, 2026 . All massage establishments must register with DOPL by then to continue operating legally .

Does Your Business Need to Register?

Registration is required for any fixed location where massage services are performed. This may include, but is not limited to:

Multi-Practitioner Venues: Locations where more than one practitioner (Massage Therapist or Massage Assistant) performs massage services.

Booth or Suite Rentals: Locations that rent space to independent practitioners, or employ or contract with practitioners to provide massage services.

Exemptions apply to some sole practitioners, medical facilities, and schools. Please review the full list of exemptions and requirements on our Massage Establishment FAQ page .

Note :  Each physical location must be registered separately.
