Measures to Create Favorable Conditions for Further Development of the Cashless Payment System Based on Bank Plastic Cards in the Republic

In order to further encourage the development of the cashless payment system, meet the demand for plastic cards, terminals, and related equipment, as well as to reduce the circulation of funds outside the banking sector:

1. The validity period of customs privileges envisaged in the second paragraph of clause 1 of the Resolution of the President of the Republic of Uzbekistan No. PQ-433 dated August 3, 2006 "On Additional Measures to Further Develop the Cashless Payment System Based on Plastic Cards" shall be extended until January 1, 2020. 2. The Central Bank of the Republic of Uzbekistan, manufacturers of bank microprocessor plastic cards and payment terminals, and processing centers of retail payment systems shall ensure effective and strict targeted use of imported raw materials, consumables, components, software tools, and licenses for the production of plastic cards, terminals, ATMs, info-kiosks, and other equipment, as well as ensure that payments are carried out through them, and localize their future production.

3. The State Tax Committee of the Republic of Uzbekistan, together with the State Customs Committee, shall establish strict control over the targeted use of imported raw materials, consumables, components, software tools, and licenses.

It is established that in case of misuse of imported raw materials, consumables, components, software tools, and licenses for which privileges were applied, the unpaid amount of customs payments related to the granting of customs privileges shall be recovered into the State Budget of the Republic of Uzbekistan with the application of financial sanctions provided by legislation.

5. The Central Bank of the Republic of Uzbekistan and commercial banks, together with the Association of Banks of Uzbekistan, shall ensure:

   • The introduction of various credit products based on the use of plastic cards for purchasing goods (services) intended for consumer needs;
   • The expansion of practice in implementing various bonus, discount, and incentive programs aimed at increasing and encouraging the interest of plastic card users in using them, in cooperation with trade and service organizations;
   • The systematic holding of organizational events aimed at widely publicizing the advantages of using plastic cards as an effective, modern, and convenient payment method in mass media. 6. Control over the execution of this resolution shall be entrusted to Deputy Prime Minister of the Republic of Uzbekistan R.S. Azimov and Chairman of the Central Bank of the Republic of Uzbekistan F.M. Mullažonov.
