Measures to Create Favorable Conditions for Further Development of the Cashless Payment System Based on Bank Plastic Cards in the Republic
The resolution extends the validity of customs privileges for importing raw materials, software, and licenses related to plastic card and terminal production until January 1, 2020. It mandates the Central Bank and commercial banks to introduce consumer credit products via plastic cards, expand bonus and discount programs with merchants, and promote card usage. Furthermore, it requires the State Tax Committee and State Customs Committee to enforce strict control over the targeted use of privileged imports, imposing financial sanctions for misuse. Implementation oversight is assigned to Deputy Prime Minister R.S. Azimov and Central Bank Chairman F.M. Mullažonov.
