MODIFYING CIRCULAR 13/21 OF THE SINGLE INSURANCE AND SURETY CIRCULAR

(Annexes 38.1.9-b, 38.1.9-c, 38.1.9-d, 38.1.9-e, 38.1.9-o)

The National Insurance and Surety Commission, based on the provisions of articles 366, fraction II, 367, fraction II, 372, fractions VI and XLII, and 381 of the Law of Insurance and Surety Institutions, and

CONSIDERING

That in terms of what is provided in article 389 of the Law of Insurance and Surety Institutions, Institutions and Mutual Societies must submit to the National Insurance and Surety Commission, in the form and terms established for this purpose through general provisions, the reports and tests regarding their organization, operations, accounting, investments, or assets that are requested for regulatory, supervisory, control, inspection, surveillance, statistical, and other functions that correspond to it in accordance with said Law or other legal, regulatory, and administrative provisions.

That in accordance with what is established in Provision 26.1.1 of the Single Insurance and Surety Circular, Insurance Institutions and Mutual Societies must have statistical databases that serve as support for the supervisory work carried out by the Commission, as well as to support the analysis of the evolution of insurance activity, the preparation of statistical and actuarial bases for the calculation of risk premiums, the conduct of studies and research in the matter, and, in general, the development of the insurance sector.

That Provision 38.1.9, fractions I, II, III, IV, and XIV, of the Single Insurance and Surety Circular, provides that the Statistical Systems of the Insurance Sector (SESA) for the life, accident, and sickness operation and damages, with respect to individual life insurance, group life, pensions derived from social security laws, individual personal accident, collective personal accident, individual medical expenses, collective medical expenses, and financial guarantee referred to in Provision 26.1.4, subsections a), b), c), and d), fractions I and II, subsection l), fraction III of said Circular, must be submitted in the form and terms indicated in Annexes 38.1.9-b, 38.1.9-c, 38.1.9-d, 38.1.9-e, and 38.1.9-o, adhering to the "Manual of the Statistical System of Individual Life Insurance", the "Manual of the Statistical System of Group Life Insurance", the "Manual of the Statistical System of Pension Insurance derived from Social Security Laws", the "Manual of the Statistical System of Individual Personal Accident Insurance of the Accident and Sickness Operation", the "Manual of the Statistical System of Collective Personal Accident Insurance of the Accident and Sickness Operation", the "Manual of the Statistical System of Individual Medical Expense Insurance of the Accident and Sickness Operation", the "Manual of the Statistical System of Collective Medical Expense Insurance of the Accident and Sickness Operation", and the "Manual of the Statistical System of the Financial Guarantee Line".

That the National Insurance and Surety Commission has determined the need for a better-structured database that allows generating actuarial studies and publishing more reliable, precise, and timely statistical information, which contributes to the development and growth of the insurance sector in life insurance, pensions derived from social security laws, personal accident, and medical expenses.

That in view of the foregoing, it is necessary to restructure the Information of the Statistical System of Individual Life Insurance, Statistical System of Group Life Insurance, Statistical System of Individual Personal Accident Insurance, Statistical System of Collective Personal Accident Insurance, Statistical System of Individual Medical Expense Insurance, Statistical System of Collective Medical Expense Insurance, and the Statistical System of the Financial Guarantee Line into three files: data related to policies issued in the year, premium issuance, and claims filed.

In the case of the Statistical System of Pension Insurance derived from Social Security Laws, the information will be restructured into four files: data related to main pensioner information, beneficiary data, premium issuance, and rents paid.

Therefore, this Commission has resolved to issue the following modification to the Single Insurance and Surety Circular in the terms indicated below:

MODIFYING CIRCULAR XX/21 OF THE SINGLE INSURANCE AND SURETY CIRCULAR

(Annexes 38.1.9-b, 38.1.9-c, 38.1.9-d, 38.1.9-e, and 38.1.9-o)

SOLE. - Annexes 38.1.9-b, 38.1.9-c, 38.1.9-d, 38.1.9-e, and 38.1.9-o of the Single Insurance and Surety Circular are modified.

TRANSITORY

SOLE. - This Modifying Circular will enter into force the day after its publication in the Official Journal of the Federation.

The foregoing is made known to you, based on articles 366 fraction II, 367 fraction II, 372 fractions VI and XLII, 373, and 381 of the Law of Insurance and Surety Institutions.

SUBMISSION OF THE REGULATORY REPORT ON STATISTICAL INFORMATION (RR-8), REGARDING THE SESA FOR THE LIFE OPERATION, WITH RESPECT TO INDIVIDUAL AND GROUP LIFE INSURANCE

Institutions and Mutual Societies will submit the Regulatory Report on Statistical Information (RR-8) with respect to individual life and group life insurance, through the RR8VIN and RR8VGR products, which must comply with what is established in Annex 38.1.9-a. and be identified according to the following 19-character alphanumeric nomenclature:

a)

In the first 6 positions, the specific product identifier must be placed: RR8VIN or RR8VGR.

b)

In the seventh position, the company type key must be placed:
