This instruction establishes a mandatory compliance calendar for participating institutions to publish production versions of the Open Finance Credit Operations - Loans API (version 2.7.0 or later) and the Credit Portability - Unconsignable Personal Credit API (version 1.1.0 or later). Participating institutions must complete 100% success in conformity engine tests by September 14, 2026, and publish the APIs in the directory and production environment by November 3, 2026, at 19:00. The Open Finance Governance Structure must release an updated User Experience Guide by August 27, 2026, a release candidate for the certification engine by August 28, 2026, and the stable certification engine version by October 23, 2026. The regulation enters into force on the date of its publication.
The Heads of the Financial System Regulation Department (Denor), the Department of Supervision of Cooperatives and Non-Bank Institutions (Desuc), and the Banking Supervision Department (Desup), using the authority granted to them by Article 23, item I, letter "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, based on Article 51, item IX, of Joint Resolution No. 1, of May 4, 2020,
R E S O L V E:
Article 1. This Normative Instruction publishes the calendar regarding the control points for the process of production publication of version 2.7.0 (or later) of the Credit Operations API - Loans and version 1.1.0 (or later) of the Credit Portability API - Unconsignable Personal Credit of Open Finance.
Article 2. Participating institutions must comply with the following calendar regarding the control points for the process of production publication of the APIs mentioned in Article 1:
I - by September 14, 2026, for the execution of tests in the conformity engine, with 100% success in all test modules; and
II - on November 3, 2026, at 19:00, for publication in the directory and in the production environment.
Article 3. Participating institutions, in view of the provisions of Article 2, must ensure that the Open Finance Governance Structure complies with the following calendar regarding the control points for the process of production publication of the APIs mentioned in Article 1:
I - by August 27, 2026, for the release of an updated version of the User Experience Guide;
II - by August 28, 2026, for the release of the release candidate version of the certification engine; and
III - by October 23, 2026, for the release of the stable version of the certification engine.
Article 4. This Normative Instruction enters into force on the date of its publication.

Dear Heads of Denor, Desuc, and Desuc,
This Note justifies the proposal for the issuance of a normative instruction by the Financial System Regulation Department (Denor), the Department of Supervision of Cooperatives and Non-Bank Institutions (Desuc), and the Banking Supervision Department (Desup), using the authority granted to them by Article 23, item I, letter "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, based on Article 51, item IX, of Joint Resolution No. 1, of May 4, 2020.
The normative instruction proposal publishes the calendar regarding the control points for the process of production publication of version 2.7.0 (or later) of the Credit Operations API - Loans and version 1.1.0 of the Credit Portability API - Unconsignable Personal Credit of Open Finance.
It is worth noting that, by virtue of Article 5 of Law No. 13,874, of September 20, 2019, proposals for the issuance and alteration of normative acts of general interest to economic agents or users of provided services, issued by an organ or entity of the federal public administration, including autarchies and public foundations, shall be preceded by the realization of a regulatory impact analysis (RIA), which will contain information and data on the possible effects of the normative act to verify the reasonableness of its economic impact.
For its part, Decree No. 10,411, of June 30, 2020, which regulates this Law, in its Article 4, item V, letters "b" and "c", establishes that the RIA may be waived, provided there is a reasoned decision by the competent organ or entity, in the cases of normative acts that aim to preserve liquidity, solvency, or integrity of the financial, capital, and foreign exchange markets and payment systems.
Thus, as the proposal in question publishes the control points for implementation by participating institutions of credit portability, a service regulated by a resolution of the National Monetary Council, which can also be provided through Open Finance, in consonance with the technical specifications developed within the scope of the Open Finance Governance Structure and already implemented by participating institutions of Open Finance, we consider that the proposed alterations and clarifications fall within the possibility of waiving this provision, since, without the control of the various intermediate milestones provided for in this proposal, the quality of the alterations that participating institutions must make in the credit portability process in Open Finance may be affected, thereby prejudicing the adequate functioning of this implementation.
