Notice extending EBA guidelines on proportionate retail customer diversification methods to financing companies

The Prudential Control and Resolution Authority (ACPR) extends the European Banking Authority's guidelines on proportionate retail customer diversification methods to financing companies. This notice requires financing companies, which are not classified as financial institutions under Regulation (EU) No 1093/2010 but are subject to Directive 2013/36/EU and Regulation (EU) No 575/2013, to make every effort to comply with EBA/GL/2026/02. The ACPR issued this notice following its declaration of conformity with the EBA guidelines published on July 23, 2026.

Notice extending to financing companies the European Banking Authority (EBA) guidelines on proportionate retail customer diversification methods under Article 123(1) of Regulation (EU) No 575/2013

This notice aims to extend to financing companies the European Banking Authority (EBA) guidelines EBA/GL/2026/02 on proportionate retail customer diversification methods under Article 123(1) of Regulation (EU) No 575/2013, to which the Prudential Control and Resolution Authority (ACPR) has declared conformity (see Notice published on 23/07/2026).

The ACPR expects financing companies, which do not fall within the definition of 'financial institutions' referred to in Article 4(1) of Regulation (EU) No 1093/2010 establishing the EBA but to which the requirements of Directive 2013/36/EU and Regulation (EU) No 575/2013 apply, to make every effort to comply with EBA/GL/2026/02.
