The National Financial Market Commission (CNPF) of Moldova has initiated the drafting of a new law to transpose EU Regulation 2016/1011, aligning national benchmark indices legislation with the EU acquis. Stakeholders are invited to submit proposals and suggestions regarding the draft law by 10.04.2026, via postal mail or email. The announcement also notes the concurrent initiation of drafting processes for four additional regulatory acts, including amendments to the crowdfunding services law.
The National Financial Market Commission (CNPF), pursuant to Article 20(1)(a) of Law No. 100/2017 on normative acts, announces the initiation of the process for drafting the
Draft Law on Reference Indices Used in the Financial Market .
The initiation of amendments to the aforementioned legislative acts stems from the commitments undertaken by the Republic of Moldova to implement measures for transposing and aligning national legislation with the EU acquis, specifically Regulation (EU) 2016/1011 of the European Parliament and of the Council of 8 June 2016 on indices used as benchmarks in financial instruments and financial contracts or to measure the performance of investment funds and amending Directives 2008/48/EC and 2014/17/EU and Regulation (EU) No 596/2014.
