OFFICE through which the authorization granted to the Federation of Institutions and Rural Financial Organizations, A.C., to organize and operate as a Federation is revoked.

REVOCATION OF AUTHORIZATION TO ORGANIZE AND OPERATE AS A FEDERATION.

LEGAL REPRESENTATIVE OF THE FEDERATION OF INSTITUTIONS AND RURAL FINANCIAL ORGANIZATIONS

Insurgentes Sur 569, office 303, Col. Nápoles, C.P. 03810, Benito Juárez Municipality, Mexico City.

This National Banking and Securities Commission, under the provisions of articles 60, first paragraph of the Popular Savings and Credit Law (hereinafter LACP), 2, first paragraph; 4, sections I, XI and XXXVIII, 5 and 16, sections VI and XVII of the Law of the National Banking and Securities Commission (hereinafter LCNBV), has as its objective to supervise and regulate within the scope of its competence the entities that are part of the Mexican financial system, in order to ensure their stability and proper operation, as well as to maintain and foster the healthy and balanced development of said system as a whole, in protection of the interests of the public, to authorize the constitution and operation of those entities that are indicated by the laws and, in its case, to agree on the revocation of the aforementioned authorizations.

With the objective of giving compliance to the cited legal regulations, this resolution is issued regarding the administrative procedure for the revocation of the authorization to continue operating as a Federation, which was previously granted to the society denominated FEDERATION OF INSTITUTIONS AND RURAL ORGANIZATIONS, A.C. (hereinafter Fedrural, Entity, Society or Federation indistinctly) , according to the following:

II. CONSIDERATIONS

FIRST. COMPETENCE.

Under the provisions of articles 60 first paragraph, section III of the Popular Savings and Credit Law, 2, 4, sections I, XI, and XXXVIII, 12 sections V and XV, 16, sections VI and XVII, of the LCNBV, in conformity with the referenced regulations, the National Banking and Securities Commission, as a Decentralized Body of the Ministry of Public Credit and Public Credit, is authorized to authorize the constitution and operation as a Federation and, in its case, to agree on the revocation of said authorization.

Thus, from the integral interpretation of what is presented here, it is appreciated that, in the procedure under consideration, the cause for revocation contained in article 60, section III of the Popular Savings and Credit Law, is properly accredited, so it is appropriate to revoke the authorization of FEDERATION OF INSTITUTIONS AND RURAL ORGANIZATIONS, A.C., to organize and operate as a Federation.

RESOLVES

FIRST.

This Decentralized Body, under the provisions of article 60 section III of the aforementioned Popular Savings and Credit Law and 12, section V and XV, of the Law of the National Banking and Securities Commission; as well as in accordance with the NINTH Agreement adopted by the Board of Directors of said Commission in its ordinary session held on October 8, 2025 , and the considerations that were exposed in this resolution, REVOKES the authorization of FEDERATION OF INSTITUTIONS AND RURAL ORGANIZATIONS, A.C. , to organize and operate as a Federation.

SECOND.

From the date of notification of this resolution, FEDERATION OF INSTITUTIONS AND RURAL ORGANIZATIONS, A.C. , will be incapacitated, by effect of this revocation, to carry out operations and will be placed in a state of dissolution and liquidation, in conformity with what is provided in article 60, last paragraph, of the Popular Savings and Credit Law.

Thus it was ordered by the President of the National Banking and Securities Commission, under the provisions of articles 16, sections VI and XVII, of the Law of the National Banking and Securities Commission and signed, in substitution for absence by the same, the Legal Vice President of this Commission, in conformity with what is provided in articles 3, section III, second paragraph, 4, section I, subsection A, section II, subsection A, paragraph 7), 9, 14 and 60 of the Internal Regulation of the National Banking and Securities Commission.
