OFFICIAL LETTER modifying the Resolutive Clauses of the authorization for the establishment in Mexico of Mizuho Bank, Ltd., Representation Office in Mexico.

Subject: The Resolutive Clauses of the authorization for the establishment in Mexico of the representation office referred to are modified.

By means of official letter 312-3/41861/2024 of this same date, this Commission authorized Mr. Hiroyuki Kitamura as the person in charge of representing Mizuho Bank, Ltd., Representation Office in Mexico (Mizuho Representation Office), effective from that same date.

Therefore, based on the second paragraph of the Fourth section of the Rules for representation offices of foreign financial entities (the Rules), published in the Official Gazette of the Federation on December 31, 2014, this Commission deems it appropriate to modify point FIFTH of the "Resolution by which Mizuho Corporate Bank, Limited is authorized to establish a representation office on national territory...", (currently Mizuho Representation Office), contained in official letter 101-01251 issued by the Ministry of Finance and Public Credit on October 11, 2002, published in the Official Gazette of the Federation on November 26 of the same year, last modified by means of official letter 312-2/66559/2018 dated October 22, 2018, and published in said Gazette on November 13, 2018, to read as follows:

"... FIFTH.- Mr. Hiroyuki Kitamura shall serve as the representative of said representation office. ..."

Finally, based on the second paragraph of the Fourth section of the Rules and Articles 97 of the Credit Institutions Law and 19 of the National Banking and Securities Commission Law, this Commission requires Mizuho Representation Office to inform this authority of the actual date of publication carried out in the Official Gazette of the Federation of this modification official letter, within a period of fifteen business days counted from the next business day following the date when the aforementioned publication takes effect.

This is understood to mean that such publication must be processed within the fifteen business days following the date of receipt of this official letter.

This official letter is issued based on Articles 16, penultimate paragraph of the National Banking and Securities Commission Law; and 14, 20, fraction V, 21, fractions I, subsection f) II and III and last paragraph, 44, fractions I and IV and 64 of the Internal Regulations of the National Banking and Securities Commission.
