SUBJECT: AUTHORIZATION TO CONTINUE OPERATING AS A POPULAR FINANCIAL SOCIETY IS REVOKED

This National Banking and Securities Commission [CNBV], based on the provisions of articles 37, first paragraph of the Popular Savings and Credit Law [LACP], 2 first paragraph; 4, sections I, XI and XXXVIII, 5 and 16, sections VI and XVII of the National Banking and Securities Commission Law [LCNBV], aims to supervise and regulate, within its scope of competence, the entities that are part of the Mexican financial system, in order to ensure their stability and proper functioning, as well as to maintain and promote the sound and balanced development of said system as a whole, in protection of public interests, to authorize the constitution and operation of those entities indicated by law and, where appropriate, to agree on the revocation of said authorizations.

In order to comply with the aforementioned legal provisions, the present resolution is issued for the administrative procedure of revocation of the authorization to continue operating as a Popular Financial Society, which was granted at the time to the company named CONSEJO DE ASISTENCIA AL MICROEMPRENDEDOR, S.A. DE C.V., S.F.P. , [Entity, Society, SOFIPO or CAME, interchangeably], in accordance with the following:

FIRST. JURISDICTION .

Based on the provisions of articles 37 first paragraph, section V of the Popular Savings and Credit Law, 2, 4, sections I, XI, and XXXVIII, 12 sections V and XV, 16, sections VI and XVII, of the LCNBV, in accordance with the aforementioned regulations, the National Banking and Securities Commission, as a Deconcentrated Body of the Secretariat of Finance and Public Credit, is empowered to authorize the constitution and operation as a Popular Financial Society and, where appropriate, to agree on the revocation of said authorization.

Based on the foregoing, it can be concluded that, in accordance with the information held by this Commission, as well as the opinion issued by the Federation, coupled with the fact that said society did not provide elements to refute the cause for revocation for which it was summoned, this Commission reaches the conviction that the cause for revocation for which CONSEJO DE ASISTENCIA AL MICROEMPRENDEDOR, S.A. DE C.V., S.F.P. was summoned, contained in section V of article 37 of the Popular Savings and Credit Law, has been updated.

RESOLVES

FIRST. This Deconcentrated Body, based on the provisions of article 37 section V of the aforementioned Popular Savings and Credit Law and 12, sections V and XV, of the National Banking and Securities Commission Law; as well as in accordance with Agreement SECOND adopted by the Governing Board of the Commission itself in its extraordinary session held on September 19, 2025, and the considerations set forth in this resolution, REVOKES CONSEJO DE ASISTENCIA AL MICROEMPRENDEDOR, S.A. DE C.V., S.F.P. , its authorization to organize and operate as a Popular Financial Society.

SECOND. As of the date of notification of this resolution, CONSEJO DE ASISTENCIA AL MICROEMPRENDEDOR, S.A. DE C.V., S.F.P. , will be incapacitated, by virtue of this revocation, from carrying out operations and will enter into a state of dissolution and liquidation, in accordance with the provisions of article 37, penultimate paragraph, of the Popular Savings and Credit Law.

Thus provided the President of the National Banking and Securities Commission, based on the provisions of articles 16, sections VI and XVII, of the National Banking and Securities Commission Law and signed, in his absence, the Legal Vice-President of this Commission, in accordance with the provisions of articles 3, section III, second paragraph, 4, section I, subsection A, section II, subsection A, item 7), 9, 14 and 60 of the Internal Regulations of the National Banking and Securities Commission.
