The authorization for Industrial and Commercial Construction Credit Union of the State of Mexico, S.A de C.V. to organize and function as a Credit Union is revoked based on grounds established in Article 97, sections II and XIV of the Credit Unions Law. Consequently, the entity is prohibited from conducting operations and must enter a state of dissolution and liquidation in accordance with Article 99 of the Credit Unions Law. This resolution takes effect upon notification of the decision to the legal representative of the society.

This National Banking and Securities Commission, based on the provisions of articles 97 sections II and XIV, 99 and 100 of the Credit Unions Law (hereinafter LUC), 2 first paragraph; 4, sections I, XI and XXXVIII, 5, 12 sections V and XV and 16, sections VI and XVII of the Law of the National Banking and Securities Commission (hereinafter LCNBV), this Decentralized Body of the Secretariat of Finance and Public Credit, has the purpose of supervising and regulating within the scope of its competence the entities comprising the Mexican financial system, in order to ensure their stability and correct functioning, as well as maintain and promote the sound and balanced development of said system as a whole, in protection of the public interest, authorize the constitution and operation of those entities indicated by the laws and, where applicable, agree on the revocation of said authorizations.
In order to comply with said legal provisions, the present resolution of revocation of the authorization to continue operating as a Credit Union is issued, which at the time was granted to the society named INDUSTRIAL AND COMMERCIAL CONSTRUCTION CREDIT UNION OF THE STATE OF MEXICO, S.A DE C.V. , (hereinafter UCICC , Credit Union, Entity or Society, interchangeably), according to the following:

Based on the foregoing, it is appropriate to conclude that in accordance with the information available to this Commission, concatenated with the fact that said Credit Union did not provide sufficient elements to disprove the grounds for revocation for which it was summoned, and much less offered evidence by which said circumstance was dispelled, which leads this Commission to the conviction that grounds for revocation for which INDUSTRIAL AND COMMERCIAL CONSTRUCTION CREDIT UNION OF THE STATE OF MEXICO, S.A DE C.V. was summoned have been updated, established in article 97 sections II and XIV , of the Credit Unions Law.

RESOLVES
FIRST.
This Decentralized Body, based on the provisions of article 97 sections II and XIV as well as 99 and 100 of the aforementioned Credit Unions Law and 12, section V and XV, of the Law of the National Banking and Securities Commission; as well as in accordance with the SEVENTH Agreement adopted by the Board of Governors of the own Commission in its ordinary session held on November 28, 2022 , and to the considerations that were exposed in the present resolution, REVOKES to INDUSTRIAL AND COMMERCIAL CONSTRUCTION CREDIT UNION OF THE STATE OF MEXICO, S.A DE C.V. , the authorization for the organization and functioning to operate as a Credit Union.
SECOND.
From the date of notification of the present resolution, INDUSTRIAL AND COMMERCIAL CONSTRUCTION CREDIT UNION OF THE STATE OF MEXICO, S.A DE C.V. , is unable to carry out operations and will be placed in a state of dissolution and liquidation, in accordance with the provisions of article 99 of the Credit Unions Law.

The foregoing, is made known to you based on the provisions of articles 16, section VI, and penultimate paragraph, of the Law of the National Banking and Securities Commission and 14 of the Internal Regulations of the National Banking and Securities Commission, as well as in terms of the SEVENTH Agreement adopted by the Board of Governors of the own Commission in its ordinary session held on November 28, 2022.
Thus provided the President of the National Banking and Securities Commission, based on the provisions of articles 16, sections VI and XVII, of the Law of the National Banking and Securities Commission and signs, in substitution for absence of the same, the Legal Vice President of this Commission, in accordance with the provisions of articles 3, section III, second paragraph, 4, section I, section A, section II, section A, subsection 7), 9, 14 and 60 of the Internal Regulations of the National Banking and Securities Commission.
