On Additional Measures for Automating the Provision of State Social Services and Assistance to the Population

Consistent measures are being implemented to further increase the targeting of social services and assistance provided to the population, and the procedures for social protection of the population are being digitized step by step.

In particular, the coronavirus pandemic occurring in the world requires transparent and effective tools for identifying the needy part of the population in a short period of time and providing targeted support from the state.

At the same time, the absence of necessary departmental information systems, electronic resources and databases in this area does not allow us to abandon paper-based work and reduce the time for providing state social services or assistance.

In order to widely introduce modern information and communication technologies into the system of social protection of the population and create a unified system for providing state social services and assistance to socially vulnerable segments of the population:

Within the framework of an experimental project in the Syrdarya region since October 1, 2019, the procedure for considering and appointing child care allowances until the child reaches two years of age, pensions for families with children up to 14 years old, and material assistance to low-income families (hereinafter referred to as social pensions) is carried out through the "Unified Social Protection Registry" information system; [ OKON: 1. 06.00.00.00 Legislation on social security and social insurance. The development and introduction of the "Unified Social Protection Registry" information system is carried out on the basis of financial, technical and expert assistance provided under the grant of the UNICEF Office in Uzbekistan; [ OKON: 1. 06.00.00.00 Legislation on social security and social insurance. The purchase of computer equipment and peripheral devices for the introduction of the "Unified Social Protection Registry" information system throughout the republic is carried out at the expense of the preferential loan of the World Bank; See previous edition.

The user of the "Unified Social Protection Registry" information system is considered to be the Extra-budgetary Pension Fund under the Ministry of Finance of the Republic of Uzbekistan. Starting from September 1, 2020, the consideration of applications for the appointment of social pensions and the procedures for their appointment will be carried out step by step through the "Unified Social Protection Registry" information system in accordance with Appendix 1; [ OKON: 1. 06.00.00.00 Legislation on social security and social insurance. interdepartmental electronic cooperation of state bodies and organizations within the framework of providing state social services or assistance is carried out through the interdepartmental integration platform of the "Electronic Government" system. a fundamental reduction in the number of reference and certifying documents required for the provision of state social services and assistance by automating the mutual document exchange process through the use of interdepartmental electronic cooperation; See previous edition.

provision of information for interested ministries, departments and organizations to provide services free of charge or on a preferential basis in the performance of their assigned tasks and functions.

Starting from January 1, 2021, it is not allowed to require citizens from state bodies and organizations to submit documents and information specified in Appendix 2 when providing state social services and assistance; See previous edition.

A certificate about registration in the Social Registry is provided through the Unified Interactive State Services Portal and is valid for twelve months. 5. A program of measures (hereinafter referred to as the Program) to further improve and expand interdepartmental electronic cooperation between the "Unified Social Protection Registry" information system and the information systems of interested ministries and departments shall be approved in accordance with Appendix 4. The Ministry of Finance of the Republic of Uzbekistan shall establish constant monitoring over the implementation of the Program and regularly submit proposals to the Cabinet of Ministers regarding the adoption of accountability measures against officials who violated the deadlines for carrying out measures. The Ministry of Justice of the Republic of Uzbekistan shall ensure the formation of electronic databases of documents stored on paper carriers in the archives of civil status registration bodies (hereinafter referred to as FHDYO bodies) in the "Single Electronic Archive of FHDYO" information system by January 1, 2021. The State Services Agency under the Ministry of Justice of the Republic of Uzbekistan shall take measures to temporarily hire and place additional staff necessary for forming electronic databases of documents stored on paper carriers in the archives of FHDYO bodies by September 1, 2020, provide them with necessary computer and other office equipment, office furniture, stationery supplies, telephone and internet communication, and also control strict compliance with the procedure for working with archive documents. Based on justified calculations of the State Services Agency under the Ministry of Justice of the Republic of Uzbekistan, the Ministry of Finance of the Republic of Uzbekistan shall ensure the allocation of 30 billion soums from the republican budget of the Republic of Uzbekistan for the formation of electronic databases of documents stored on paper carriers in the archives of FHDYO divisions, as well as for the temporary hiring of staff on a contractual basis and the purchase of necessary computer and other office equipment.

After the completion of all measures for the formation of electronic databases of documents stored on paper carriers in the archives of FHDYO bodies in the "Single Electronic Archive of FHDYO" information system, the computer and other office equipment purchased within the framework of this decree shall be transferred gratuitously to general education institutions of the corresponding districts (cities) in accordance with the distribution of the Ministry of Public Education of the Republic of Uzbekistan. The Ministry of Information Technologies and Communications of the Republic of Uzbekistan shall ensure high-quality and complete information exchange between the "Unified Social Protection Registry" information system and departmental information systems and resources through the interdepartmental integrated platform of the "Electronic Government" system, providing comprehensive assistance to the Ministry of Finance, including necessary technical support. shall ensure the acceptance of applications for the appointment of social pensions in online mode electronically by the "Unified Social Protection Registry" information system after the function of determining the composition of family members of the applicant is introduced in the "Single Electronic Archive of FHDYO" information system. 10. The Central Bank of the Republic of Uzbekistan is recommended to create an opportunity to provide information about money transfers received in the name of the applicant and his family members and balances in opened deposit accounts to the "Unified Social Protection Registry" information system upon registration of applicants and their solvent family members in the "Unified Social Protection Registry" information system, together with commercial banks, on the basis of ensuring confidentiality and secrecy of data submission by October 1, 2020. 11. The Ministry of Defense of the Republic of Uzbekistan, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the State Security Service under the President of the Republic of Uzbekistan, the National Guard, the State Security Service, the State Customs Committee, the Agency of Defense Industry under the Ministry of Defense shall take measures to restrict the submission of applications through the "Unified Social Protection Registry" information system for the receipt of social pensions and other state social services provided for low-income families by their servants and employees, their family members (spouses and children), as well as pensioners, and to prevent their consideration. In this regard, these requirements do not apply to persons whose salary information is available in the centralized electronic registry of the State Tax Committee for maintaining individual accounts of citizens' salaries, and whose labor or civil law contracts are registered in the "Unified National Labor System" interdepartmental software and hardware complex. 13. The Agency of State Services under the Ministry of Justice of the Republic of Uzbekistan shall ensure the introduction of the function of determining the composition of the applicant's family members by attaching the personal identification number belonging to citizens to civil status certificate entries in the "Unified Electronic Archive of Civil Registry" information system by January 1, 2021. 14. The Ministry of Finance of the Republic of Uzbekistan, together with the Ministry of Economic Development and Poverty Reduction, the Ministry of Labor and Employment Relations, and other interested ministries and departments shall:

submit to the Cabinet of Ministers for approval the regulation on the procedure for assigning and paying social pensions and material assistance to low-income families through the "Unified Social Protection Registry" information system within one month. In this regard, it is envisaged that priority in assigning social pensions shall be given to families with relatively lower income;

submit proposals to the Cabinet of Ministers on introducing a unified system for providing state social services and assistance to the population and improving the criteria for determining need, which serves as the basis for assigning social pensions, services, and assistance, involving international experts, within two months.

Until the relevant decision of the Cabinet of Ministers is adopted, the procedure for assigning and paying social pensions and material assistance to low-income families in the Sirdarya region through the "Unified Social Protection Registry" information system shall also be applied to other regions.

15. The Uzbek National Information Agency and the Uzbek National Television and Radio Company shall ensure wide coverage of the purpose and tasks of this decision in mass media and on the Internet network.

16. Control over the implementation of this decision shall be entrusted to the Deputy Prime Minister of the Republic of Uzbekistan J.A. Kuchkarov.
