Resolution of the President of the Republic of Uzbekistan

On Additional Measures to Further Develop the Cashless Payment System Based on Plastic Cards

LexUZ Commentary This resolution lost force pursuant to the Presidential Decree PF-6218 dated April 30, 2021, of the President of the Republic of Uzbekistan 'On Measures for Comprehensive Systematization of the National Legislation Base'.

As a result of comprehensive measures implemented to expand the cashless payment system, more than 3 million plastic cards have been put into circulation in the republic, and nearly 12 thousand terminals have been installed in trade organizations and the service sector, which is more than 8 times higher compared to the 2004 level.

Regardless of which bank provides services, a Unified Republican Processing Center was established to create the opportunity to carry out banking operations in a unified manner using plastic cards in all trade outlets. An Interbank Payment System was created for cashless payments via plastic cards, covering 18 commercial banks of the republic. The necessary legislative and normative-legal base was formed for carrying out cashless payments through the use of plastic cards. A number of local enterprises mastered the production of bank microprocessor plastic cards and payment terminals.

At the same time, the cashless payment system is still not sufficiently developed in the retail trade and consumer services sector. Sufficient work is not being carried out to introduce various discount, bonus and prize projects to encourage the use of plastic cards that create conditions for attracting customers, selling products and increasing the volume of services provided in accordance with world standards of customer service.

In order to further develop the cashless payment system based on plastic cards, reduce the non-bank circulation of cash funds, and encourage the production of bank microprocessor plastic cards and payment terminals in the republic:

1. It shall be established that legal entities producing bank microprocessor plastic cards and payment terminals shall be exempt from paying customs payments (except for customs clearance fees) upon import of raw materials, consumables and components, software and licenses necessary for the production of bank microprocessor plastic cards, payment terminals, ATMs, info kiosks and other equipment used for payments via plastic cards until January 1, 2020. 2. The Central Bank of the Republic of Uzbekistan and the Unified Republican Processing Center shall be permitted to organize production and sale of bank plastic cards, provided that the appropriate quality of the bank plastic cards and their high degree of protection against counterfeiting are ensured.

3. The Ministry of Economy of the Republic of Uzbekistan, the Ministry of Finance, the Central Bank, together with the 'Uzbekneftegaz' NHC and enterprises producing bank microprocessor plastic cards and payment terminals, shall within one month submit specific proposals to the Cabinet of Ministers on localizing the production of plastic cards and terminals based on local raw materials and materials.

4. The Uzbekistan Banks Association, together with commercial banks, shall organize short-term training courses on card technologies and electronic payments at the Bank-Finance Academy and the Regional Bank Training Center, and also regularly carry out explanatory and advertising work through mass media to increase the attractiveness of plastic cards for the population.

5. Commercial banks are recommended to organize, together with interested organizations and enterprises, during 2006-2007, a wide network of automated self-service electronic payment-information terminals (info kiosks) that allow uninterrupted payments using plastic cards.

6. The Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city Khokimiyats, together with relevant ministries, departments, economic associations, the Uzbekistan Banks Association and commercial banks:

shall adopt additional measures to implement various incentive discount and bonus projects for trade and service enterprises, and to increase the number of facilities equipped with terminals accepting payments via plastic cards;

shall carry out constant monitoring of the presence of the 'UZKART' Interbank Payment System logo at all trade and service enterprises where terminals for accepting payments via plastic cards are installed, and thereby pay special attention to the proper functioning of terminals and the uninterrupted acceptance of payments via plastic cards.

7. The State Committee on Communications, Informatization and Telecommunication Technologies shall ensure, in the established manner, the provision of appropriate channels and physical communication networks, as well as the provision of telecommunication services, to organize services for the population in carrying out payments using plastic cards according to orders of the Uzbekistan Banks Association, the Unified Republican Processing Center and commercial banks. 8. The Ministry of Justice of the Republic of Uzbekistan, together with interested ministries and departments, shall within one month ensure the alignment of normative documents with this resolution.

9. Control over the execution of this resolution shall be assigned to the Deputy Prime Minister of the Republic of Uzbekistan R.S. Azimov and the Chairman of the Central Bank of the Republic of Uzbekistan F.M. Mullazhonov.
