On Additional Measures to Improve Mechanisms for Introducing Innovations into Economic Sectors and Industries

The President of Uzbekistan mandates the Ministry of Innovative Development, the Ministry of Higher and Secondary Special Education, and the Academy of Sciences to establish positions for Vice Rectors for Scientific Work and Innovations and create innovation funds and commercialization departments within higher education institutions. These funds are capitalized with at least 5% of tuition fees and income from commercializing innovative products, with resources allocated to research incentives, equipment, and startup projects. The decree requires government agencies to appoint innovation coordinators, develop annual innovation roadmaps, and grants tax and customs exemptions to research organizations by January 1, 2022, while allocating 50 billion UZS from the state budget to the Innovation Development Fund in 2018.

On Additional Measures to Improve Mechanisms for Introducing Innovations into Economic Sectors and Industries

It is noted that extensive work has been carried out in the country to form an innovation-oriented economy in a short period and to create conditions for the widespread introduction of innovations.

The establishment of a single state body implementing state policy in the field of innovative and scientific-technical development of the Republic, and the formation of the Fund for Supporting Innovation Development and Innovative Ideas under it, became one of the important stages in this direction.

At the same time, a number of problems remain that hinder the establishment of effective mechanisms for cooperation between scientific research and production industries and strengthening connections, including, primarily:

firstly, the low and unsatisfactory indicators of commercialization of the results of scientific work of higher education institutions and research organizations;

secondly, the absence of mechanisms to encourage innovative processes, implement comprehensive programs for innovative development and innovative activity at the regional and sectoral levels, and support innovative-active business entities;

thirdly, the insufficient involvement of private sector representatives in innovative activity, including due to their low profitability;

fourthly, the absence of effective measures to increase the efficiency of the distribution and rational use of grants within the framework of state scientific and technical programs;

fifthly, factors such as the unsatisfactory level of international cooperation and investment attraction in the field of scientific research and introduction of innovations.

to form and update scientific research infrastructure and materially incentivize scientific staff;

it is established that it shall be directed to implement other expenses related to innovation activity.

  1. The following are considered the main tasks and directions of activity of the departments for the commercialization of scientific and innovative developments of higher education institutions:

systematic analysis of the market and study of demand for innovative products (works, services), assessment of the payback period, profitability, and risks associated with the commercialization of innovative products;

selection of promising projects for implementation with high commercial potential that are ready for adoption;

involvement of investors, partners, and other interested persons for the implementation of innovative projects;

It is established that the activities of the departments for the commercialization of scientific and innovative developments of higher education institutions are financed from the funds of innovation funds and other sources not prohibited by legislation.

  1. Heads of state and economic management bodies:

by October 1 of each year, in agreement with the Ministry of Innovative Development of the Republic of Uzbekistan, ensure the development of "roadmaps" for the innovative development of the respective sectors and industries for the coming year, specifying the exact amounts and sources of funding for events, as well as their effective implementation.

  1. The following:

it is accepted for information that, in accordance with the Decree of the President of the Republic of Uzbekistan No. PF-5264 dated November 29, 2017 "On the Establishment of the Ministry of Innovative Development of the Republic of Uzbekistan," the Fund for Supporting Innovation Development and Innovative Ideas was established;

it is accepted for information that, in accordance with the Resolution of the President of the Republic of Uzbekistan No. PQ-3365 dated November 1, 2017, the funds of the Fund for Supporting Innovation Development and Innovative Ideas were designated as sources of financing for the comprehensive measures program for strengthening the infrastructure of scientific research institutions and developing their innovative activity for 2017–2021, along with other sources in the relevant parts. The Supervisory Council of the Fund for Supporting Innovation Development and Innovative Ideas shall ensure that the funds received by the Fund are directed, primarily, to the fulfillment of tasks assigned to the Ministry of Innovative Development of the Republic of Uzbekistan. The Ministry of Finance of the Republic of Uzbekistan, together with the Ministry of Investment and Foreign Trade, shall ensure the timely financing of the missing part of the comprehensive measures program for strengthening the infrastructure of scientific research institutions and developing their innovative activity for 2017–2021, including from the funds of the State Budget of the Republic of Uzbekistan. shall announce a grant competition once a year for the issuance of grants on relevant topics in priority areas of fundamental, applied, and innovative research. research organizations shall be exempt from all types of taxes and mandatory deductions related to their main activity, except for deductions to the Extra-budgetary Pension Fund under the Ministry of Finance of the Republic of Uzbekistan, and the freed-up funds shall be directed for the targeted material incentivization of their staff.

It is established that the conditions for paying for the labor of employees of the Ministry of Innovative Development of the Republic of Uzbekistan from the funds of the Fund for Supporting Innovation Development and Innovative Ideas and other extra-budgetary sources shall be determined by the Collegium of the Ministry. The Ministry of Innovative Development of the Republic of Uzbekistan, together with interested ministries and departments, shall take measures to organize the annual "InnoWeek.Uz" Innovation Ideas Week in the republic, providing for a ceremony to honor individual business entities that have helped develop innovations in the republic by materially incentivizing authors of innovative ideas, organizers implementing these ideas, and sponsors.

  2. Amendments and additions shall be made to certain resolutions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan in accordance with the Appendix.

  3. The Ministry of Innovative Development of the Republic of Uzbekistan, together with interested ministries and departments, shall submit proposals to the Cabinet of Ministers on amendments and additions to legislation arising from this Decree within two months.

  4. Control over the implementation of this Decree shall be entrusted to the Prime Minister of the Republic of Uzbekistan A.N. Aripov, Deputy Prime Minister of the Republic of Uzbekistan — Chairman of the State Committee on Investments S.R. Kholmurodov, Prosecutor General of the Republic of Uzbekistan O.B. Murodov, and First Deputy State Advisor to the President of the Republic of Uzbekistan B.M. Mavlonov.
