The President of Uzbekistan mandates the Ministry of Innovative Development, the Ministry of Higher and Secondary Special Education, and the Academy of Sciences to establish positions for Vice Rectors for Scientific Work and Innovations and create innovation funds and commercialization departments within higher education institutions. These funds are capitalized with at least 5% of tuition fees and income from commercializing innovative products, with resources allocated to research incentives, equipment, and startup projects. The decree requires government agencies to appoint innovation coordinators, develop annual innovation roadmaps, and grants tax and customs exemptions to research organizations by January 1, 2022, while allocating 50 billion UZS from the state budget to the Innovation Development Fund in 2018.
