The President of Uzbekistan mandates strict protection of private property, prohibiting local authorities from forcing entrepreneurs into unrelated labor, seasonal agricultural work, or mandatory meetings. The Cabinet of Ministers is ordered to propose legislative amendments to enhance owner guarantees and full market-value compensation for expropriated land within two months. Local executive bodies are tasked with prioritizing business interests, facilitating access to resources and infrastructure, and assisting in the privatization of non-agricultural land through a legal experiment in the Syr Darya region. Additionally, owners of unused state assets must submit utilization roadmaps within two months of request, with non-compliance leading to asset expropriation.
