On amendments to the Main Conditions for the Issuance of State Short-Term Bonds of the Republic of Uzbekistan

This resolution by the Ministry of Finance and the Central Bank of Uzbekistan amends the Main Conditions for the Issuance of State Short-Term Bonds. It specifies that the right to bonds transfers to the acquirer upon a credit entry in a depo account within the Uzbek Republican Currency Exchange's trading system, confirmed by an extract. The Uzbek Republican Currency Exchange is now responsible for organizing exchange trading, clearing, settlements, and accounting for bond rights and storage, based on an agreement with the Central Bank. Additionally, dealers must conclude an agreement with the Central Bank to perform their functions in the bond market, and the last sentence of paragraph 8 of the Main Conditions is excluded.

On amendments to the Main Conditions for the Issuance of State Short-Term Bonds of the Republic of Uzbekistan

LexUz Comment This resolution was removed from the state register by order of the Minister of Justice of the Republic of Uzbekistan dated August 26, 2019 No. 367-mx “On the exclusion of a departmental regulatory legal act from the state register” (reg. No. 524-2 dated 26.08.2019).

In accordance with the Law of the Republic of Uzbekistan “On the Securities Market”, the Ministry of Finance and the Board of the Central Bank of the Republic of Uzbekistan resolve:

  1. To amend the Main Conditions for the Issuance of State Short-Term Bonds of the Republic of Uzbekistan, approved by the Ministry of Finance and the Central Bank of the Republic of Uzbekistan on March 26, 1996 (reg. No. 524 dated November 9, 1998) according to the appendix.

  2. This resolution enters into force from the date of its official publication.

Amendments to the Main Conditions for the Issuance of State Short-Term Bonds of the Republic of Uzbekistan

  1. The third sentence of paragraph 7 shall be reworded as follows:

“The right to Bonds transfers to the acquirer from the moment a corresponding credit entry is made to the account opened for accounting for rights to Bonds and their storage (hereinafter - “depo account”) in the trading system of the Uzbek Republican Currency Exchange and is confirmed by an extract from the depo account.”

  1. The last sentence of paragraph 8 shall be excluded.

  2. Paragraph 9 shall be reworded as follows:

“9. The organization of exchange trading for placement, circulation and redemption, the implementation of clearing and settlements, as well as the accounting of rights to Bonds and their storage is carried out by the Uzbek Republican Currency Exchange on the basis of an agreement with the Central Bank of the Republic of Uzbekistan.

A Dealer concludes an agreement with the Central Bank of the Republic of Uzbekistan on performing the functions of a Dealer in the Bond market.”. (Collection of Legislation of the Republic of Uzbekistan, 2016, No. 14, Art. 139)
