On Measures to Ensure the Rapid Development of Domestic Tourism

The President of Uzbekistan approves the Action Plan for the "Travel Across Uzbekistan" domestic tourism development program, mandating the State Committee for Tourism Development and other agencies to organize tours, schedule excursions, and promote domestic tourism through mass media and outdoor advertising. The decree establishes tax incentives, including the exclusion of tourism-related expenses from taxable income for employees and tourism operators, and allows for the deduction of costs for sanitary infrastructure and promotional materials. On Measures to Ensure the Rapid Development of Domestic Tourism

To ensure the implementation of the Decree of the President of the Republic of Uzbekistan No. PF-5326 dated February 3, 2018 "On Additional Organizational Measures to Create Favorable Conditions for Developing the Tourism Potential of the Republic of Uzbekistan", as well as to rapidly develop domestic tourism as one of the most important factors in the sustainable socio-economic development of regions, and to acquaint citizens with the cultural-historical heritage and natural wealth of our country: [ OKOB: 1. 14.00.00.00 Healthcare.   1. The Action Plan for implementing the "Travel Across Uzbekistan" domestic tourism development program (hereinafter referred to as the Action Plan) be approved according to Appendix 1.

  2. The State Committee for Tourism Development of the Republic of Uzbekistan, the Union of Youth of Uzbekistan, the Council of the Federation of Trade Unions of Uzbekistan, the Committee of Women of Uzbekistan, the "Mahalla" Charitable Public Fund, and the "Nuroniy" Fund for Supporting the Social Activity of Veterans of Uzbekistan:

a) Together with the Council of Ministers of the Republic of Karakalpakstan, the Khokimiyats of regions and Tashkent City:

ensure the regular holding of information and propaganda events on the broad involvement of youth in entrepreneurial activity in the tourism sector;

take necessary measures for the effective implementation of the Action Plan, taking into account the seasonality of tourist flows and the full involvement of regional tourism infrastructure, including by involving subjects of tourism activity; See previous edition.

b) Together with the Republican Center for Spiritual Enlightenment and Education, the Uzbek National Television and Radio Company, and the Agency for Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan, ensure the holding of events to widely promote domestic tourism within the framework of implementing the "Travel Across Uzbekistan" domestic tourism development program (hereinafter referred to as the Program), including by preparing and installing outdoor advertising means (billboards and videos for outdoor screens) under the slogan "Travel Across Uzbekistan" in mass media and on the Internet, including in all cities of the republic. The Council of Ministers of the Republic of Karakalpakstan, the Khokimiyats of regions and Tashkent City, in coordination with the State Committee for Tourism Development of the Republic of Uzbekistan, ensure the free installation of outdoor advertising on domestic tourism on billboards and screens located on central streets, crowded places, and routes in each region of the republic, taking into account at least 100 locations, for the period 2018–2020.   1. It is established that expenses related to payments for tourist and excursion tours for citizens of the Republic of Uzbekistan within the framework of the Program:

for pensioners and war and labor veterans — at the expense of their own funds, the funds of the "Nuroniy" Fund for Supporting the Social Activity of Veterans of Uzbekistan, and charitable funds;

for active women — at the expense of their own funds, the funds of the Committee of Women of Uzbekistan, the "Mahalla" Charitable Public Fund, and charitable funds;

for mahalla activists and young families — covered equally at the expense of their own funds and the funds of the "Mahalla" Charitable Public Fund.

It is established that participation in this Program is voluntary.

grant employees days off (time off) for travel and rest at a time convenient for them, based on the unused part of their vacation, in accordance with labor legislation;

it is recommended to approve schedules for organizing tourist and travel tours for employees of state bodies and other organizations annually by December 30 within the framework of implementing the Program activities. See previous edition.

The Tourism Committee shall assist in sending proposals to state bodies and other organizations to cooperate with local tour operators for organizing group tours, as well as to provide discounts to hotel and transport organizations for organized tours, including for accommodation and arrival/departure (flying). the taxable income of individuals shall be reduced by the amount of expenses directed towards purchasing tourist vouchers across the Republic of Uzbekistan from subjects holding a license for activity in the tourism sector. the taxable base of subjects operating in the tourism sector shall be reduced by the amount of expenses directed towards the preparation and printing of printed products (maps, brochures, booklets, flyers, etc.), souvenir and packaging products (bags, packages, school notebooks, labels, covers, clothing, and inscriptions on kitchen utensils) featuring the Uzbekistan tourism brand and the "Uzbekistan.travel" website advertisement. It is recommended to advise commercial banks to provide the opportunity to issue consumer loans up to 10 million soums to citizens of the Republic of Uzbekistan for purchasing tourist tours across the Republic of Uzbekistan from subjects holding a license for activity in the tourism sector, with the possibility of repaying the loan from salary.

a license (permit) for carrying out cartographic works is not required to increase the number and distribute thematic tourist maps containing signs and indicators of locations of tourism objects (architectural monuments, etc.) and infrastructure (hotels and other accommodation means, tourist routes, etc.); [ OKOB: 1. 13.00.00.00 Education. tourism service organizations (state museums, galleries, cultural heritage objects and protected natural area administrations, etc.) are obliged to direct at least 5 percent of the income generated from their activities to the preparation and increase of the number of advertising and distribution materials in Uzbek, Russian, and English languages describing their activities and the tourism services they provide. In this regard, the amount of expenses directed for these purposes shall be excluded from the taxable base of these organizations.   1. The Council of Ministers of the Republic of Karakalpakstan and the Khokimiyats of regions, in coordination with the State Committee for Tourism Development of the Republic of Uzbekistan, shall conduct an inventory within three months of unused land plots located in districts and cities with high potential for tourism development and mainly equipped with engineering communications, according to the list in Appendix 2, and subsequently allocate them to entrepreneurial subjects and potential investors for implementing projects in the tourism sector (construction of hotels, guest houses, campsites, motels, and other accommodation means, thematic boulevards, museums, galleries, and other structures), based on the provision of at least 20 land plots with a total area of at least 20 hectares in each region, based on the conclusion of the State Committee for Tourism Development of the Republic of Uzbekistan.

  2. Expenses for organizing tourism infrastructure on unused land plots selected by the State Committee for Tourism Development of the Republic of Uzbekistan during 2018–2022: [ OKOB:

for obtaining documents permitting connection to engineering and communication networks — shall be covered at the expense of the funds of local budgets of the relevant districts (cities).

together with the Ministry of Internal Affairs of the Republic of Uzbekistan and other interested ministries and departments, shall introduce a procedure for temporary registration of guests in private houses (dwellings) through accommodation facilities in a special electronic automated program for registering visitors, while preserving the rules for tourist fees, certification of hotel services, and liability rules of accommodation facilities, within three months; See previous edition.

purchase standard projects of hotels and guest houses belonging to the tourism category, including from foreign project organizations at the expense of the funds of the Extra-budgetary Fund for Supporting the Tourism Sector, and subsequently provide these projects free of charge to entrepreneurial subjects proposing to construct tourism infrastructure objects. In this regard, the attachment of standard projects to specific regions shall be provided free of charge by the territorial divisions of the Ministry of Construction of the Republic of Uzbekistan. The State Committee for Tourism Development of the Republic of Uzbekistan, together with the Council of Ministers of the Republic of Karakalpakstan and the Khokimiyats of regions, shall submit proposals to the Cabinet of Ministers of the Republic of Uzbekistan on creating small tourism zones in regions by July 1, 2018, introducing a simplified mechanism for allocating land plots to entrepreneurial subjects.

The Council of Ministers of the Republic of Karakalpakstan, the Khokimiyats of regions and Tashkent City, based on the conclusion of the State Committee for Tourism Development of the Republic of Uzbekistan, shall provide places for advertising and small trade points in the relevant parts of cities and districts to entrepreneurial subjects and potential investors implementing projects for the creation of modern sanitary-hygiene networks.

  2. The State Committee for Tourism Development of the Republic of Uzbekistan, together with interested ministries and departments, shall submit proposals to the Cabinet of Ministers within two months regarding amendments and additions to legislative acts arising from this decree.

  3. Control over the implementation of this decree shall be entrusted to the Prime Minister of the Republic of Uzbekistan A.N. Aripov, Deputy Prime Minister of the Republic of Uzbekistan S.R. Kholmuradov, and the Chairman of the State Committee for Tourism Development A.A. Abdokhakov.

Develop and approve a regional program to improve the state of sanitary-hygienic nodes, providing for the construction of cemented toilets in preschool educational institutions, schools, hospitals, other social objects, and roadside infrastructure, with special attention to the state of sanitary-hygienic nodes, the purchase of modern septic tank trucks, installation of ventilation systems, and provision with cold and hot water and sanitary-hygienic supplies. Introduce a mechanism for annual material incentive for heads of local authority bodies, ministries, and departments that ensure the construction (installation) of modern and exemplary public sanitary-hygienic nodes.
