On Measures to Further Improve the Procedure for Providing Public Services to Business Entities on the "Single Window" Principle

This Resolution terminates the activity of "single window" services operating within ministries and agencies from January 1, 2016, mandating that public services listed in Appendix 2 be provided exclusively through Public Services Centers. It prohibits state bodies from directly accepting applications from business entities for these services or involving applicants in the review process, and bans the use of bureaucratic obstacles complicating registration or licensing procedures. The document assigns the Ministry of Justice to monitor compliance, requires the Ministry for Development of Information Technologies and Communications to ensure centers have internet speeds of at least 1 Mb/s by November 1, 2015, and directs local authorities to equip centers with necessary infrastructure and equipment by December 1, 2015.

In order to ensure the implementation of the Decree of the President of the Republic of Uzbekistan No. PF-4725 dated May 15, 2015 "On Measures to Ensure Reliable Protection of Private Property, Small Business and Private Entrepreneurship, Eliminate Obstacles to Their Rapid Development" and to radically improve the quality of providing public services to entrepreneurial structures using modern information and communication technologies, as well as to increase opportunities for their use and ensure transparency:

  1. Approval is given to the proposal of the Ministry of Justice of the Republic of Uzbekistan, the Ministry of Economy, and the Ministry for Development of Information Technologies and Communications to carry out public services only through Public Services Centers from January 1, 2016, according to the list in Appendix 2. (The first indent of Paragraph 4 in the edition of the Decree of the President of the Republic of Uzbekistan No. PF-5302 dated January 15, 2018)

The Ministry for Development of Information Technologies and Communications of the Republic of Uzbekistan, together with the Ministry of Justice, the Ministry of Economy and other interested structures, shall submit proposals to the Cabinet of Ministers of the Republic of Uzbekistan on step-by-step additions to the List approved by this Resolution.

  1. It shall be established that when providing public services to business entities on the "single window" principle, the use of various methods of complicating the procedure established by legislation, including registration and licensing procedures, as well as other bureaucratic obstacles hindering private entrepreneurial activity, is strictly prohibited.

Responsibility for the unconditional fulfillment of this requirement by all state and economic management bodies shall be assigned to the Ministry of Justice of the Republic of Uzbekistan and its territorial divisions.

  1. The Ministry for Development of Information Technologies and Communications of the Republic of Uzbekistan by November 1, 2015:

Connect "single window" centers in the established manner to the data transmission network of the national segment of the Internet network with a speed of at least 1 Mb/s, as well as to the interdepartmental electronic cooperation system of state bodies and other organizations on a free-use basis, including through the Single Portal of Interactive Public Services of the Republic of Uzbekistan;

Establish information security requirements for "single window" centers, as well as for state bodies and other organizations providing public services;

Ensure control over the process of passing the procedures for providing public services by the Ministry of Justice of the Republic of Uzbekistan, the Ministry of Justice of the Republic of Karakalpakstan, regional and Tashkent city justice departments, and provide access to the information resources of "single window" centers. It shall be established that regardless of the place and method of application, the interdepartmental electronic cooperation system of state bodies and other organizations and the Single Portal of Interactive Public Services of the Republic of Uzbekistan are used in providing public services through Public Services Centers. By November 15, 2015, ensure the placement of all "single window" centers being established in locations convenient for applicants, connected to all engineering communication networks (electricity and water supply, telephone communications, etc.);

By December 1, 2015, together with the Ministry for Development of Information Technologies and Communications of the Republic of Uzbekistan and the Chamber of Commerce and Industry, conduct an inventory of the level of equipment of "single window" centers with modern office equipment, computers and other necessary equipment, and replenish with additional new equipment at the expense of local budget funds, taking into account the established minimum requirements for the effective operation of the centers.

  1. The Ministry of Finance of the Republic of Uzbekistan and the Ministry of Economy shall submit grounded proposals to the Cabinet of Ministers on allocating necessary funds from the State Budget of the Republic of Uzbekistan in the IV quarter of 2015 to purchase computer equipment necessary for the district (city) links of state bodies providing public services to ensure the effectiveness of the interdepartmental electronic cooperation system by October 1, 2015, and to connect to the free Internet network.

  2. The Ministry of Justice of the Republic of Uzbekistan, the Ministry of Economy and the Ministry of Finance within two months, together with other interested ministries and departments, shall submit proposals to the Cabinet of Ministers on introducing changes and additions to the legislation arising from this Resolution.

  3. Control over the execution of this Resolution shall be assigned to the Prime Minister of the Republic of Uzbekistan Sh. Mirziyoyev.
