Resolution of the President of the Republic of Uzbekistan

ON REDUCING THE TYPES OF PERMITS FOR CONDUCTING BUSINESS ACTIVITIES AND SIMPLIFYING THE RULES FOR ISSUING THEM

LexUZ commentary This Resolution has lost force based on the Decree of the President of the Republic of Uzbekistan dated November 25, 2025 No. PF-231 'On Eliminating Legal Gaps in Legislation and Reducing the Regulatory Burden'.

In order to create more favorable conditions for business entities, unify legislative acts, progressively reduce administrative costs, reduce the types of permits for conducting business activities and simplify the rules for issuing them: [ OKOZ: 1. 09.00.00.00 Business and economic activity / 09.01.00.00 Legislation on business / 09.01.06.00 Licensing of certain types of activities. Permitting (see also 02.08.06.00) / 09.01.06.02 Procedure for licensing certain types of activities]

1. Establish the following from October 1, 2005:

licenses for engaging in types of activities defined by legislative acts shall be issued for a term of at least 5 years; LexUZ commentary See: Part two of Article 16 and Article 61 of the Law of the Republic of Uzbekistan 'On Licensing, Permitting and Notification Procedures'.

licenses for carrying out types of activities according to Appendix 1 * shall be issued for an unlimited term, while previously issued licenses for carrying out relevant types of activities shall be deemed issued for an unlimited term;

tasks for licensing types of activities indicated in Appendix 2 * are assigned to the relevant state administration bodies.

Licensing bodies shall ensure strict control over compliance with license requirements by business entities in the established manner.

2. Accept the proposal of the Ministry of Economy of the Republic of Uzbekistan, Ministry of Justice, State Committee on Demonopolization and Chamber of Commerce and Industry on canceling redundant and excessive permit issuing rules in conducting business activities according to Appendix 3 * from October 1, 2005.

3. Establish that the list of actions and types of activities for which business entities need to obtain permits (decisions, agreements and conclusions) formalized and issued by local state administration and state authority bodies shall be defined only by legislative acts. LexUZ commentary See: List of types of activities individual entrepreneurs may engage in approved by Resolution No. 6 of the Cabinet of Ministers dated January 7, 2011.

Prohibit local state administration and state authority bodies from adopting decisions aimed at introducing permits and establishing permit issuing rules for business entities to perform certain actions or carry out activities.

Strictly warn that officials of these bodies shall be personally liable in case of violation of this paragraph of the Resolution. 4. The Cabinet of Ministers shall, within three months in the established manner, prepare and submit to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan the draft Law of the Republic of Uzbekistan 'On Rules for Issuing Permits':

implementing the issuance of permits based on application;

defining a specific list of actions and types of activities for which business entities need to obtain a permit;

providing for simplified, clear and reasoned mechanisms of the permit issuing process, priority use of the 'one window' principle, limiting the amount of fees paid for issuing permits to the costs of their formalization...

5. The Ministry of Justice of the Republic of Uzbekistan shall, within one month together with interested ministries and departments, submit proposals on changes and additions to legislative acts stemming from this Resolution to the Cabinet of Ministers.

6. Control over the execution of this Resolution shall be assigned to the Deputy Prime Minister of the Republic of Uzbekistan V.A. Golishev.
