On Reducing the Types of Permits for Conducting Business Activities and Simplifying the Rules for Issuing Them
Licenses for activities defined by legislation shall be issued for a minimum term of 5 years starting October 1, 2005, while licenses specified in Appendix 1 are granted for an unlimited term. Local state government and authority bodies are prohibited from establishing new permit requirements or rules, with officials held personally liable for violations, and the Cabinet of Ministers must submit a draft Law on Permit Issuing Rules within three months. Execution control is assigned to Deputy Prime Minister V.A. Golishev, and the Ministry of Justice must submit legislative change proposals within one month.
