On the Program of Measures for Further Development of the Republic's Pharmaceutical Industry in 2016-2020
In order to ensure rapid and sustainable development of the Republic's pharmaceutical industry, fill the domestic market with domestically produced quality and safe medicinal products, expand the local raw material base and increase production of import-substituting medicinal products, and for this purpose widely attract foreign investment:
Personal responsibility shall be imposed on the heads of Uzpharmsanoat JSC, the Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city Khokimiyats, joint-stock companies and enterprises — responsible executors for ensuring the qualitative and full-scale fulfillment within the established deadlines of the tasks provided for in Appendix 1 for the production of high value-added finished pharmaceutical products based on plant, mineral, chemical and biological raw materials, popular in external markets.

The Ministry of Economy of the Republic of Uzbekistan, the Ministry of Foreign Economic Relations, Investments and Trade, Uzpharmsanoat JSC, the Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city Khokimiyats together with other joint-stock companies and enterprises — responsible executors of the investment projects included in Appendix 2 shall within one month develop and ensure the implementation of a complex of measures to widely attract foreign companies possessing modern technologies and guaranteeing the output of manufactured products to external markets to implement investment projects.
The Ministry of Economy of the Republic of Uzbekistan, the Ministry of Finance, the State Committee on Investments shall annually ensure that the investment projects specified in Appendix 2 to this Resolution are included in the Investment Program of the Republic of Uzbekistan in the established manner with the volume and sources of financing identified.

organizations specialized in the production of medicinal products, where the share of funds received from the production of these goods accounts for at least 60 percent based on the results of the reporting period, shall be exempt from profit tax and property tax, unified tax payment for micro firms and small enterprises, mandatory allocations to the Road Fund;
technological equipment, components and spare parts not produced in the Republic, imported according to lists approved by the Cabinet of Ministers of the Republic of Uzbekistan within the framework of the implementation of investment projects specified in Appendix 2 to this Resolution, shall be exempt from customs payments (except for fees for customs clearance).
