The Commission increased its response target for investing questions via InvestingQuestions.ca from 80% to 90% within 10 working days and reduced the decision timeline for new business registration submissions from 120 to 90 working days. Additionally, the regulator revised its general complaint call answer target to 120 seconds and updated terminology for compliance examinations while noting that certain registration functions have been delegated to the Canadian Investment Regulatory Organization.
Annual 2026 Service Commitment Review Ontario Securities Commission 1 2026 Annual Service Commitment Review Background On an annual basis, the Ontario Securities Commission (OSC) conducts a formal review1 of the OSC Service Commitment, which entails a comprehensive evaluation of all its service standards and timelines. This document outlines service standard changes and decisions following the OSC’s 2025 annual review. Several factors are considered as part of the OSC’s annual review including reviewing the practices of other leading securities regulators, volume changes, and ongoing workloads related to regulatory operations. Overview of Changes The OSC has adjusted its response target for service standard 2.1 When you contact us about investing and personal finance questions via InvestingQuestions.ca, increasing the target from 80% to 90% of all questions received within 10 working days. The OSC has also re-assessed its response target for 6.3 Registration materials: New business submissions and will revert to 90 working days, down from 120 working days. Additionally, the OSC has seen a rise in investor complaints and inquiries to its Inquiries and Contact Centre. To account for the complexity and length of these calls, and to maintain the level of service provided, we have revised our response time target for service standard 1.2 When you have a general question or complaint. This new response target remains aligned with industry standards. 1 While the annual review process provides a formal point in time to reflect on the OSC’s service standards, the OSC remains responsive to changes throughout the year and may make updates as necessary.

Annual 2026 Service Commitment Review Ontario Securities Commission 3 When you make a filing with us Registration materials: New business submissions Description Service Standard Providing our decision on applications for new business submissions that have met the prescribed conditions2 6.3 We will make a decision on routine applications and notify you within 120 90 working days of receiving a complete and adequate application in acceptable form (target is for 80% or more of all routine filings received). Note: Applications that are complex or raise new policy issues take longer for the OSC to review; we will provide regular touchpoints to advise you of our progress at a minimum of every two weeks. If you are selected for review Compliance review examinations: Registrants3 Description Service Standard Risk-based assessment of the registrant’s compliance with Ontario securities laws and commodity futures laws 7.5 We will complete our review examination and communicate our findings for ordinary course compliance reviews examinations within 14 weeks of the initial meeting with the registrant (target is for 80% or more of all reviews examinations, excluding sweeps.) For reviews examinations conducted as a sweep, the findings are coordinated across all firms selected for the 2 Registration applications for firms applying to the OSC are subject to this service standard under the following conditions: all questions are answered with sufficient detail, all regulatory obligations are met, there are no concerns with your fitness for registration, and you respond to our request for information in a timely manner. If you are applying for firm registration and membership with the Canadian Investment Regulatory Organization, your firm registration application is not subject to this service standard. 3 The OSC has revised the term Compliance ‘reviews’ to Compliance ‘examinations’. This change better reflects the supervisory nature of the work in assessing whether a registrant complies with Ontario securities laws and commodity futures law and is more consistent with the OSC’s examination priorities under this service standard.

Note: In general, the time spent on an review examination depends on the quality and effectiveness of your existing compliance program as well as the availability of key personnel and prompt responses to our requests for information. A Note on Registration Service Standards On April 1, 2025, the Ontario Securities Commission (OSC) delegated the registration function for firms registered as investment dealers, mutual fund dealers and futures commission merchants, and the individuals who act on their behalf, to the Canadian Investment Regulatory Organization (CIRO) (the Delegation). The OSC retains concurrent authority for the delegated powers and duties and CIRO’s performance of the delegated powers and duties will be subject to an enhanced risk-based framework of ongoing oversight by the OSC. Since the delegation of registration functions, the OSC continues to support CIRO staff to help ensure a smooth transition of registration responsibilities.
