Operating Rules for the Central Bank of Montenegro's Payment System for the Execution of Instant Credit Transfers

These Operating Rules establish the Central Bank of Montenegro's Payment System for Instant Credit Transfers (IPS System), outlining conditions for participation for banks and credit institutions. Participants must be part of the RTGS System, open a dedicated IP account, meet technical requirements, and successfully complete connectivity and functional testing within 30 days of application. The IPS System processes national instant credit transfers under EUR 3,000.00, with liquidity transfers between the RTGS and IPS Systems permitted only between 09:00 and 16:15 on business days. Non-compliance, technical issues, or suspension from the RTGS System can lead to a participant's suspension or exclusion from the IPS System.

Pursuant to Article 44 paragraph (2) item 3) of the Central Bank of Montenegro Law (OGM 40/10, 6/13, 70/17, 125/23) and Article 140 paragraph (5) of the Payment System Law (OGM 62/13, 111/22, 15/25, 140/25, 103/26), the Council of the Central Bank of Montenegro, at its meeting held on 17 July 2026, passed the following OPERATING RULES FOR THE CENTRAL BANK OF MONTENEGRO’S PAYMENT SYSTEM FOR THE EXECUTION OF INSTANT CREDIT TRANSFERS I. BASIC PROVISIONS Subject matter Article 1 These Rules lay down the conditions for participation in the Central Bank of Montenegro's Payment System for the Execution of Instant Credit Transfers (hereinafter: the IPS System), govern the operation of the IPS System, and regulate the relationship between the Central Bank of Montenegro (hereinafter: the Central Bank) and the participants in the IPS System. General description of the payment system Article 2 The IPS System means a payment system used for the transfer and processing of funds between its participants for the execution of national instant credit transfers. The IPS System executes credit transfers in amounts below EUR 3,000.00 where the payer requests the urgent execution of the payment. II. PARTICIPANTS IN THE IPS SYSTEM Participants in the IPS system Article 3 Participants in the IPS system may be:

  1. the Central Bank;
  2. banks and other credit institutions with head offices in Montenegro;
  3. branches of third-country credit institutions with head offices in Montenegro.

Conditions for participating in and connection to the IPS system Article 4 For participation in the IPS System, a participant shall submit to the Central Bank a written application for connection to the IPS System, bearing the official seal and signed by a person authorised to represent the participant. For participation in the IPS System, participants shall:

  1. be participants in the RTGS System;
  2. have an IP account opened;
  3. meet the technical requirements and standards for connection to the IPS System;
  4. register persons authorised to contact the Central Bank regarding matters related to the execution of payment transactions in the IPS System. A participant shall be deemed to meet the technical requirements and standards for connection to the IPS System within the meaning of paragraph (2) item 3) of this Article if they:
  5. have ensured connection to the IPS System through the selected authorised network service provider providing network and communication services required for the secure transmission of data and messages between participants in payment schemes and systems (NSP – Network Service Provider), and have successfully completed connectivity testing;
  6. have ensured a technical solution for sending and receiving instant credit transfers with accounts having an IBAN (International Bank Account Number) structure;
  7. have submitted an application for opening an IP account;
  8. have submitted duly completed templates with administrator rights for the IPS platform (RDM templates);
  9. have successfully completed testing demonstrating the ability to participate in the IPS System. The templates for registering persons referred to in paragraph (2) item 4) of this Article and the application template for opening an IP account referred to in paragraph (3) item
  10. of this Article are set out in Annexes 1 and 2, which form an integral part of these Rules. The format and method of submitting data on participants’ administrator rights and data on persons to whom such rights are assigned referred to in paragraph (3) item 4) of this Article shall constitute part of the technical documentation prepared by the Central Bank and provided to each participant individually. Pre-connection testing Article 5 Prior to connection to the IPS System, a participant should carry out testing to demonstrate their technical and operational readiness to participate in the IPS System.

Prior to connection to the IPS System, and within a maximum period of 30 days from the date of submission of the application for connection to the IPS System, a participant shall perform connectivity testing with the selected NSP, followed by a set of mandatory functional tests for IPS System certification. A participant shall perform connectivity testing for participation in the IPS System in coordination with the NSP. Successful completion of the connectivity testing referred to in paragraph (3) of this Article shall be a prerequisite for further testing. Following successful completion of connectivity testing, and prior to connection to the IPS System, a participant shall perform functionality testing in cooperation with the Central Bank on the IPS test platform. The possibility of exchanging messages related to the operation of the IPS System shall be verified by simulating various business scenarios. Technical documentation referred to in Article 4, paragraph (6) of these Rules shall describe the method of exchanging messages through the IPS System and the functionality testing scenarios. A participant shall participate in testing in the event of amendments to these Rules affecting the operation of the IPS System. Agreement on connection to the IPS System Article 6 Following successful completion of testing, a participant shall conclude an agreement on connection to the IPS System with the Central Bank. The Central Bank shall notify other participants in the IPS System of the participant’s connection to the IPS System. By signing the agreement on connection to the IPS System, a participant accepts the operating rules applicable to the IPS System. Responsibility of participants in the IPS System. Article 7 Participants shall notify the Central Bank of any problems in the operation of the IPS System, as well as of any problems they encounter in their operations. Participants shall ensure and maintain technical connectivity as well as functional compatibility with the IPS System. Participants shall be responsible for the authenticity and content of the messages sent and for the timely transmission of messages to the IPS System. Each participant shall be responsible for the accurate and proper acceptance of an authorised order received from another participant in the IPS System. A participant receiving an instant credit transfer order shall verify the authenticity of the received order.

Article 8 Participants in the IPS System shall ensure appropriate security measures and safeguards aimed at ensuring the secure execution of payment transactions in the IPS System. Participants shall refrain from any actions that could have adverse effects on the IPS System or other participants. The provision of paragraph (1) of this Article shall also apply to employees of participants in the IPS System involved in the execution of payment transactions in the IPS System, including physical access control to the computer resources through which access to the IPS System is provided. Participants in the IPS system shall: a) apply adequate security controls in order to protect their systems from unauthorised access and use; b) without delay notify the Central Bank of incidents relating to the security of their technical infrastructure and, where applicable, of security-related incidents occurring in the technical infrastructure of their third-party service providers; c) provide other data and information relevant to the incidents referred to in item b) of this paragraph, and take appropriate measures to prevent the recurrence of such an event, upon request of the Central Bank. Article 9 A participant shall notify the Central Bank of any changes to the BIC code, name, address and other data relevant for the execution of instant credit transfers. A participant shall enter all changes for a specific business day in a timely manner, and no later than 17:00. The data referred to in paragraph (2) of this Article shall become active on the following business day. By way of exception to paragraph (3) of this Article, changes to data which, in the assessment of the Central Bank, are of exceptional importance for the regular functioning of the IPS System and participants in the IPS System may be implemented immediately. III. ACCOUNTS IN THE IPS SYSTEM Participants’ accounts Article 10 For each participant in the IPS System, the Central Bank shall open and maintain a dedicated account through which instant credit transfers are executed and settled and liquidity is transferred (hereinafter: the IP account). The IP account may not have a negative balance.

In the event of opening an account for a new participant, the Central Bank shall notify other participants electronically of the opening of that account. Transit Account Article 11 The Central Bank shall open and maintain an account common to all participants of the system, used for liquidity management (hereinafter: the transit account). The account referred to in paragraph (1) of this Article may not be included in the settlement of instant credit transfers. The Central Bank may, in exceptional circumstances (e.g., in the event of an interruption of communication between the IPS and the RTGS systems), execute liquidity transfer orders upon a participant’s request. The request template referred to in paragraph (3) of this Article is provided in Annex 3 which forms an integral part of these Rules. IV. TRANSACTIONS EXECUTED IN THE IPS SYSTEM AND LIQUIDITY MANAGEMENT Transactions executed in the IPS System Article 12 The following transactions shall be executed in the IPS system:

  1. liquidity transfer orders;
  2. instant credit transfer orders;
  3. accepted revocation requests for instant payment orders. Instant credit transfer orders shall be executed according to the order of receipt of instructions, without the possibility of assigning priority to orders (FIFO principle – First in First Out). Processing of liquidity transfer orders from the RTGS System to the IPS System Article 13 An incoming liquidity transfer order from the RTGS System to the IPS System may only be initiated in the RTGS System no later than 16:15 on business days. All liquidity transfer orders initiated after 16:15 shall be rejected. Processing of liquidity transfer orders from the IPS System to the RTGS System Article 14 An outgoing liquidity transfer order from the IPS System to the RTGS System may only be initiated in the IPS System no later than 16:15 on business days.

Processing of funds transfer orders Article 15 After a participant in the IPS System submits an instant credit transfer order, the IPS System shall check whether there are sufficient available funds in the payer’s IP account for the settlement of the transaction. If the funds in the participant’s IP account are not sufficient for the execution of an instant credit transfer, the order for the execution of that transaction shall be rejected. Processing of instant credit transfer orders Article 16 An instant credit transfer order executed in the IPS System may be revoked. Upon acceptance of the revocation of an order referred to in paragraph (1) of this Article, the IPS System shall check whether there are sufficient available funds in the IP account to be debited for the execution of the revocation. If there are insufficient available funds in the IP account to be debited, the request for revocation of the order shall be rejected. In the event of acceptance of the revocation of an order and if there are sufficient available funds in the IP account to be debited, the revocation of the order shall be executed immediately, with simultaneous settlement. Liquidity management Article 17 The provision of liquidity for the execution and completion of transactions in the IPS System shall be carried out through the following processes:

  1. incoming liquidity transfer – transfer of liquidity from the RTGS System to the IPS System;
  2. outgoing liquidity transfer – transfer of liquidity from the IPS System to the RTGS System;
  3. opening and closing of the liquidity management cycle within the RTGS System for the purposes of the IPS System;
  4. change of the business date of the RTGS System for the purposes of the IPS System. The opening and closing of the liquidity management cycle within the RTGS System for the purposes of the IPS System shall be independent of the daily RTGS System operating schedule. The RTGS System shall be available for liquidity management and execution of transfers referred to in paragraph (1) items 1) and 2) of this Article from 09:00 to 16:15 on business days.

Participants in the IPS System shall plan their liquidity needs for the period after the expiry of the deadline referred to in paragraph (3) of this Article, as well as for weekends and holidays. Message types Article 18 Participants in the IPS System shall exchange messages relating to instant credit transfers and other messages. The types and technical characteristics of messages referred to in paragraph (1) of this Article are set out in Annex 4 which forms an integral part of these Rules. V. EXECUTION OF INSTANT CREDIT TRANSFERS Transfer order Article 19 The transfer order in the IPS System shall contain the elements set out in Annex 5 which forms an integral part of these Rules. Message validity Article 20 A message shall be considered valid if it is:

  1. generated in MX format in accordance with the ISO 20022 standard, and in line with the format and purpose of messages specified by these Rules;
  2. sent and received in accordance with these Rules. Rejection of invalid messages Article 21 For sent messages determined to be invalid (e.g., incorrect BIC, non-existent account, insufficient funds for the execution of a transfer order, incorrect execution date of a payment transaction order, etc.), the IPS System shall send the sender a rejection message for those messages. Finality of clearing and settlement of instant credit transfers Article 22 Transfer order forwarded to the IPS system shall be accepted and irrevocable from the moment of its settlement. Payment transaction shall be settled after the IPS system participants` accounts have been credited and debited.

IPS System clearing date and execution date of an instant credit transfer Article 23 The clearing date in the IPS System corresponds to a calendar day and lasts from 00:00 to 24:00. The execution date of an instant credit transfer in the IPS System is the calendar day on which the instant credit transfer is executed and cleared in the IPS System. Reports on payment transactions Article 24 The IPS System shall deliver the following reports to participants:

  1. a report containing detailed information on transactions executed through participants’ accounts (BankToCustomer Statement);
  2. a daily report containing aggregate information on participants’ account balances (BankToCustomer Account Report). The reports referred to in paragraph (1) of this Article are set out in Annex 4 which forms an integral part of these Rules. VI. CONTINGENCY PROCEDURES Article 25 In the event of a contingency in the IPS System (e.g., technical issues affecting the operation of the IPS System or force majeure), the Central Bank shall notify participants in the IPS System thereof. The notification referred to in paragraph (1) of this Article shall contain at least the following information:
  • a description of the contingency event;
  • the estimated time required for resolving the issue; and
  • instructions to participants in the IPS System on further procedures. In the event of a contingency causing the inability of the IPS System to operate smoothly, the Central Bank shall instruct participants to execute orders through the RTGS System or the DNS System, respectively. Upon notifying the Central Bank of technical issues on their side, a participant shall, within the shortest possible time, resolve the issues and ensure regular participation in the IPS System. The notification referred to in paragraph (4) of this Article shall contain at least the following information:
  • a description of the contingency event;
  • the estimated time required for resolving the issue; and
  • a notification of the actions taken to resolve the issue.

The instructions for submitting the information referred to in paragraphs (4) and (5) of this Article are set out in Annex 6 which forms an integral part of these Rules. VII. SUSPENSION AND EXCLUSION OF PARTICIPANTS FROM THE IPS SYSTEM Suspension of participants Article 26 The Central Bank may, by way of an administrative decision, suspend a participant from the IPS System if:

  1. the participant fails to act in accordance with these Rules;
  2. the participant fails to act in accordance with the agreement referred to in Article 6 of these Rules;
  3. it determines that the participant causes technical issues affecting the operation of the IPS System;
  4. the participant has been suspended or excluded from the RTGS System. By way of exception, a participant may also be suspended without an administrative decision being issued if, due to technical or any other reasons, the participant causes an unusual influx of messages or leads to the occurrence of another unusual situation for which there is reasonable suspicion that it may jeopardise the normal functioning and security of the IPS System. In the case referred to in paragraph (2) of this Article, the Central Bank shall, at the request of the participant in the IPS System, deliver a written copy of the administrative decision on suspension to the participant within five days from the date of the oral decision. After the grounds for suspension cease to exist, the participant shall be reconnected to the IPS System. Exclusion of participants due to winding-up or bankruptcy Article 27 The Central Bank shall exclude a participant from the IPS System if a final administrative decision on the completion of winding-up or bankruptcy proceedings against the participant has been issued. VII. TESTING AND SUPPORT IN THE IPS SYSTEM Article 28 In addition to the testing referred to in Article 6 of these Rules, the following testing activities are carried out in the IPS System:
  • testing upon the request of a participant and the operator, or the Central Bank, respectively;

  • testing due to changes to the IPS System. In the event of testing the Central Bank’s business continuity plan, the Central Bank shall, upon completion of the testing, provide all participants with a report on the key testing results, including relevant conclusions and recommendations for improving the security and reliability of the IPS System. Central Bank’s request for testing Article 29 The Central Bank may, if it deems necessary for the secure and stable functioning of the IPS System, request participants to carry out additional testing. The Central Bank shall send participants a notification of the conditions for carrying out the testing by electronic mail or by other appropriate means. Participant’s request for testing Article 30 In the event of a participant’s need for testing, the participant shall submit a request to the Central Bank containing a proposed date and time for testing. The Central Bank shall accept the participant’s request if it assesses that the proposed testing will not restrict the regular operation of the IPS System. If testing at the date and time proposed by the participant is not possible, the Central Bank shall propose an alternative date and time for testing to the participant. Support and communication between the Central Bank and participants Article 31 The Central Bank shall establish and maintain a support and communication service for participants in the IPS System (hereinafter: Service Desk). The Service Desk service includes:

  • reporting of issues encountered by participants and the operator of the IPS/RTGS systems, or the Central Bank;

  • identification and description of issues (communication, application and hardware issues, etc.);

  • providing assistance and advice in resolving reported incidents or issues;

  • maintaining records of communications carried out in relation to the reporting of incidents and issues. When providing the Service Desk service, communication with participants and the operator, or the Central Bank, shall be carried out via the e-mail address MNEInstant@cbcg.me and telephone number 020/665-359 from 9:00 to 17:00, and after 17:00 and during weekends and holidays via telephone number 069 860 019.

IX. CONFIDENTIALITY AND DATA PROTECTION Article 32 The Central Bank shall keep confidential information relating to payment transactions, technical or organisational information relating to a participant or their user, unless the participant or their user has given written consent for the disclosure of such information or such disclosure is permitted or required by law. By way of exception to paragraph (1) of this Article, information on incidents and the suspension of participants in the IPS System obtained in accordance with Articles 26 and 27 of these Rules shall be provided to other participants in the IPS System to the extent necessary for the smooth execution of instant credit transfers. The Central Bank shall provide the information referred to in paragraph (1) of this Article to third parties involved in the operation of the IPS System, if necessary for the efficient functioning of the IPS System. By way of exception to paragraph (1) of this Article, the Central Bank may use, disclose or publish information on payment transactions for statistical, historical, scientific or other purposes in exercising its powers or at the request of a competent authority, provided that such use, disclosure or publication does not enable the direct or indirect identification of the participant or their users. Participants shall permanently keep confidential the information relating to the operation of the IPS System to which they have had access, unless the Central Bank gives express consent for its disclosure. The obligation referred to in paragraph (5) of this Article shall apply to the management bodies and employees of a participant in the IPS System, as well as to third parties engaged by a participant for the purpose of performing tasks related to participation in the IPS System. X. FEES FOR THE EXECUTION OF INSTANT CREDIT TRANSFERS Article 33 For the execution of instant credit transfers in the IPS System, the Central Bank shall charge fees in the amount and manner determined by the decision establishing the tariff for the calculation of fees for services provided by the Central Bank. XI. DOCUMENTATION ARCHIVING Article 34 The Central Bank shall retain the documentation relating to executed instant credit transfers in the IPS System in accordance with the law governing payment operations.

ANNEX 4 MESSAGE TYPES AND TECHNICAL CHARACTERISTICS IN THE IPS SYSTEM

  1. Message types in the IPS system Messages in the IPS System are based on the XML ISO 20022 standard and are defined in accordance with the SCT Inst scheme and other rules established by the European Payments Council (EPC). Different message types are used for the following four main business domains:
  1. Payments Clearing and Settlement (pacs)
  2. Cash Management (camt)
  3. Account Management (acmt)
  4. Reference Data (reda) Messages from the Payments Clearing and Settlement domain are messages used for the execution and completion of instant credit transfers, i.e., payments. Messages from the Cash Management domain are used to ensure full coverage of the SCT Inst investigation and recall processes in accordance with the EPC SCT Inst scheme, as well as to enable participants to initiate liquidity transfers and make enquiries about balances on IP Accounts in the IPS System. Messages from the Account Management (acmt) domain are used to enable participants to change the status of IP Accounts (blocking/unblocking). Messages from the Reference Data (reda) domain are used to change data relating to information on the participant or the participant’s account itself.
  1. ANNEX 6 INSTRUCTIONS FOR PROVIDING INFORMATION IN CASE OF TECHNICAL PROBLEMS AND CONTINGENCIES

  1. PURPOSE These Instructions define the activities that participants in the IPS system are required to undertake in the event of contingencies affecting the operation of the IPS system.

  2. SCOPE OF APPLICATION These Instructions shall apply in the event of technical problems and contingencies affecting the operation of the IPS system or occurring in a participant’s internal system, which may cause communication problems between the participant and the IPS system and affect the participant’s ability to participate in the operation of the IPS system.

  3. INCIDENT DETECTION AND REPORTING A participant is required to notify the Central Bank without delay of any incident identified in the operation of the IPS system or in its internal system, if the participant’s internal system is affected by an operational or technical interruption lasting more than 10 minutes. A participant shall notify the Central Bank of an identified incident in writing by completing and submitting the Incident Report form provided in the technical documentation referred to in Article 4 paragraph (6) of these Rules. The Report contains the most relevant information on the identified incident (time of detection and description of the contingency event, estimated time for resolution of the problem, information on the actions taken, cause of the incident, etc.). When submitting the initial Report, the participant shall provide the incident information available at that time. In the event of technical difficulties in establishing communication with the IPS system, after notifying the Central Bank thereof, the participant shall, as soon as possible and in coordination with the selected NSP, remedy the deficiencies and ensure regular participation in the IPS system. In addition to incidents affecting the availability of the participant’s internal system and other incidents related to system functionality, the participant shall also report security issues related to the confidentiality and integrity of data, including security incidents in the technical infrastructure of a third party that provides services to the participant.

  4. PROCEDURE After identifying the occurrence of an incident, the participant shall complete the Report, providing the incident information available at that time (initial Report) The participant shall, within three business days from the occurrence of the incident, submit a more detailed Incident Report to the Central Bank. If the incident is:

  1. resolved at the time of submission of the more detailed Incident Report and its cause is known, the more detailed Incident Report shall be considered the final report on that incident;
  2. still under investigation, the more detailed Incident Report shall be considered an interim report. The participant shall submit the final Incident Report, supplementing the information provided in the interim report, to the Central Bank no later than one month after the occurrence of the incident. After submission of the final Incident Report, the Central Bank shall assess its completeness and may request the participant to supplement the report. If the assessment of the incident reveals that the participant may pose a risk to the IPS system as a whole, the Central Bank shall consider and provide further guidance on potential corrective measures. The Incident Report Template shall be provided to participants as part of the technical documentation referred to in Article 4 paragraph (6) of these Rules.
