Operating Rules for the Central Bank of Montenegro's Payment System for the Execution of Instant Credit Transfers
These Operating Rules establish the Central Bank of Montenegro's Payment System for Instant Credit Transfers (IPS System), outlining conditions for participation for banks and credit institutions. Participants must be part of the RTGS System, open a dedicated IP account, meet technical requirements, and successfully complete connectivity and functional testing within 30 days of application. The IPS System processes national instant credit transfers under EUR 3,000.00, with liquidity transfers between the RTGS and IPS Systems permitted only between 09:00 and 16:15 on business days. Non-compliance, technical issues, or suspension from the RTGS System can lead to a participant's suspension or exclusion from the IPS System.
