ORDER FOR THE DISINCORPORATION FROM THE FEDERAL PUBLIC DOMAIN REGIME, FOR ITS CONTRIBUTION TO THE ASSETS OF THE UNIVERSITY OF GUANAJUATO, OF THE FEDERAL PROPERTY DESIGNATED "MULTIDISCIPLINARY BUILDING FOR THE INTEGRAL DEVELOPMENT OF SCIENCE AND TECHNOLOGY IN HEALTH SCIENCES", LOCATED AT BOULEVARD PUENTE MILENIO NUMBER 309, SAN CARLOS ESTATE SUBDIVISION, POSTAL CODE 37670, MUNICIPALITY OF LEÓN, STATE OF GUANAJUATO, WITH FEDERAL REAL ESTATE REGISTRY 11-11592-9.

ORDER FOR THE DISINCORPORATION FROM THE FEDERAL PUBLIC DOMAIN REGIME,

OF THE FEDERATION, FOR ITS CONTRIBUTION TO THE ASSETS OF THE UNIVERSITY OF GUANAJUATO, OF THE

FEDERAL PROPERTY DESIGNATED "MULTIDISCIPLINARY BUILDING FOR THE INTEGRAL DEVELOPMENT OF

SCIENCE AND TECHNOLOGY IN HEALTH SCIENCES", LOCATED AT BOULEVARD PUENTE

MILENIO NUMBER 309, SAN CARLOS ESTATE SUBDIVISION, POSTAL CODE 37670,

MUNICIPALITY OF LEÓN, STATE OF GUANAJUATO, WITH FEDERAL REAL ESTATE REGISTRY 11-11592-9.

Dr. Pablo Israel Escalona Almeraya, President of the Institute of Administration and Appraisal of National Assets, a Decentralized Administrative Body of the Ministry of Treasury and Public Credit, based on the provisions of articles 1, 2, fraction I, 17, 26, fraction VI, 31, fractions XXIX and XXX of the Organic Law of the Federal Public Administration; 2, fractions II and IV, 28, fraction I, 29, fractions I, VI and XV,

84, fraction VI, 93, second paragraph, 95 and 101, fractions VI and X of the General Law of National Assets; 1, 4

section G, fraction V, 48 and 49 of the Internal Regulations of the Ministry of Treasury and Public Credit and; 1, 3

fractions VIII and X, 4, fraction I, subsection a) and 6, fractions XXXVI and XLVII of the Internal Regulations of the Institute of

Administration and Appraisal of National Assets; and

CONSIDERING

FIRST.- That among the assets subject to the Federal Public Domain Regime, there is

the federal property designated "Multidisciplinary Building for the Integral Development of Science and

Technology in Health Sciences", located at Boulevard Puente Milenio number 309, San Carlos Estate

Subdivision, Postal Code 37670, Municipality of León, State of Guanajuato, with Federal Real Estate

Registry 11-11592-9 and a surface area of 20,634.060 square meters.

SECOND.- That ownership of the property referred to in the preceding consideration is evidenced

by the Declaration by which it is determined that the surface area of 20,634.06 square meters, which forms

part of a larger property known as "Former San Carlos Airport", located in the

Municipality of León, State of Guanajuato, reverts to the assets of the Federation, published in the Official

Gazette of the Federation on November 10, 2020; and registered in the Federal Property Registry,

under Real Folio number 6181 page 25, of the same date, as well as in the Public Property Registry

of León, Guanajuato, under Electronic Folio R20*510646, dated February 09, 2022.

THIRD.- The antecedent of ownership of the property subject of this Order in favor of the

Federal Government, is found in Public Deed number 44, dated April 11, 1960, granted

before the notary of Licenciado Carlos Ramírez Zetina, Public Notary number 132 of the Federal District, in which

the adjudication of a fraction of the rural property "San Carlos" was recorded, which in turn was an integral part

of the Hacienda of "San Juan de Otate", a fraction that is to the North of the National Highway Mexico - Ciudad

Juárez; said public instrument was rectified by means of Public Deed number 43,600, dated August 19

of 2002, granted before the notary of Licenciado Roberto Courtade Bevilacqua, Holder of Notary 132 of the

Federal District, since it was recorded that 5

fractions of land had been transferred in favor of the Federal Government, when in reality only part of these were transferred, both public deeds are

registered in the Federal Public Property Registry, under Real Folio 6181 dated August 31, 1981.

FOURTH.- That the surface area, measurements and boundaries of the property subject of this Order are

recorded in topographic plan number LEOUG-06, prepared at a scale of 1:500, approved and registered

by the

Directorate of Public Registry and Real Estate Control, attached to the General Directorate of Policy and Real Estate Management

of the Institute of Administration and Appraisal of National Assets, under number DRPCI/7361/11-

11592-9/2024/T, dated September 27, 2024 and certified on the same date.

FIFTH.- That the University of Guanajuato, through letter number RG/OAG/793/2019, dated July 09

of 2019, signed by the General Rector, requested the disincorporation from the regime of public domain of the

Federation and subsequent contribution to its assets, regarding the property subject of this Order, for

the construction of the Multidisciplinary Building for the Integral Development of Science and Technology in Health

Sciences.

SIXTH.- That through letter number 401.3S.4.1-2022/0878.3, dated August 23, 2022, the

Directorate of the INAH Center Guanajuato, of the National Institute of Anthropology and History, informed that the

property subject of this Order, "... IS NOT A HISTORIC MONUMENT, NOR DOES IT BORDER ANY

HISTORIC MONUMENT, NOR IS IT WITHIN ANY ZONE OF DECLARED HISTORIC

MONUMENTS ...".

SEVENTH.- That through letter number 1366-C/1059, dated September 06, 2022, the Directorate of

Architecture and Conservation of Inmuable Artistic Heritage of the National Institute of Fine Arts and

Literature, informed that the property subject of this Order, "... is not considered as

an artistic monument or of artistic value ...".

EIGHTH.-

That through Feasibility Certificate, with control number 64-6348/2023, dated May 12

of 2023, the General Directorate of Urban Development, of the Honorable

City Council of León, State

of

Guanajuato, stated that the property subject of this Order is located within a

"EQ Zone (Urban Equipment)" , highlighting that the land use requested for "Academic Administrative (higher

level)" is classified within the Destination "C - Specialized Urban Equipment", in

conformity with what is established in the Municipal Urban Development and Territorial and

Ecological Program for the Municipality of León, State of Guanajuato, so it is considered a compatible use.

NINTH.- That through Alignment and Official Number Assignment Certificate, with number

of

control 64-6348/2023, dated May 12, 2023, the General Directorate of Urban Development, of the

Honorable

City Council of León, State

of

Guanajuato, stated that the property object of this Order is

located at Boulevard Puente Milenio, assigning it the official number 309.

TENTH.- That through letter number DPI/2369/2025, dated October 08, 2025, the Directorate of

Real Estate Planning, attached to the General Directorate of Policy and Real Estate Management of the Institute

of

Administration and Appraisal of National Assets, informed that the property subject of this Order,

"...

was published on the Institutional website, in the Real Estate Availability section, "Portfolio of

Available Federal Real Estate", in June 2025 ...".

ELEVENTH.- That the Real Estate Utilization Committee of the Institute of Administration and

Appraisal of National Assets, in its Fourth Ordinary Session, held on December 11, 2025, approved

the ORDER 37/2025 CAI, through which the actions for the best use and

utilization of the federal property subject of this Order were determined, for its disincorporation from the regime of

public domain of the Federation and subsequent contribution to the assets of the University of Guanajuato, in

terms of what is provided in article 84, fraction VI of the General Law of National Assets.

TWELFTH.- That through letter DGPGI/688/2025 dated December 19, 2025, the

General Directorate of Policy and Real Estate Management, issued Opinion number DAAD/2025/038, in which

it determined that the property object of this Order is not cataloged as one of the assets for common use related in

article 7 of the General Law of National Assets, therefore, based on the

request and justification presented by the University of Guanajuato for the contribution to its assets, it resulted

procedent for the determination adopted by the Real Estate Utilization Committee to consider that, in the

concrete case, the normative hypothesis provided in fraction VI of article 84 of the General Law

of National Assets is applicable.

THIRTEENTH.- That the General Directorate of Administration of Federal Real Estate Assets, in

conformity with what is provided in article 10, fraction VI of the Internal Regulations of this Institute, knew and

reviewed from a technical-legal point of view the operation that is authorized. The legal and technical

documentation that supports the legal and administrative situation of the property, as well as of this Order, is in the

processing file integrated by said General Directorate and was duly compared with that which is

found in the Federal and Para-State Real Estate Information System.

Based on article 8, fraction XIV of the Internal Regulations of the Institute of Administration and

Appraisal of National Assets, the Legal Unit issued an opinion deeming the present procedent; therefore, based on the

considerations referred to, I have deemed it appropriate to issue the following:

O R D E R

FIRST.- It is disincorporated from the Federal Public Domain Regime for its contribution to the

assets of the University of Guanajuato, the federal property designated "Multidisciplinary

Building for the Integral Development of Science and Technology in Health Sciences", consisting of a fraction of

land of the rural property San Carlos that was an integral part of the Hacienda San Juan de Otates, which is to the

north of the National Highway Mexico - Ciudad Juárez, currently located at Boulevard Puente Milenio

number 309, San Carlos Estate Subdivision, Postal Code 37670, Municipality of León, State of

Guanajuato, with Federal Real Estate Registry 11-11592-9 and a surface area of 20,634.060 square meters, for

the construction of the Multidisciplinary Building for the Integral Development of Science and Technology in Health

Sciences.

SECOND.- The Institute of Administration and Appraisal of National Assets will exercise on behalf of and

representation of the Federation, the corresponding acts to carry out the compliance of this

Order in the terms presented.

THIRD.- The taxes, fees, honorariums and expenses that arise from the operation that

is authorized, will be paid by the University of Guanajuato.

FOURTH.- In case construction, reconstruction, modification,

adaptation, conservation, maintenance, repair and demolition works are planned in the property whose contribution to the

assets of the University of Guanajuato is authorized, prior to its realization, said Autonomous Public

Organization, must manage before local and federal authorities,

the obtaining of licenses, permits, authorizations or any other similar that is required.

FIFTH.- If the University of Guanajuato ceases to use the property whose contribution to its assets

is authorized, gives it a use different from that established in this Order, without prior authorization from this

Institute, or if it ceases to need it, said property with all its improvements and accessions will revert to the

assets of the Federation. This condition must be inserted in the corresponding contract that to that effect is

issued.

SIXTH.- If within the year following the entry into force of this Order, the

corresponding formalization of the operation that is authorized has not been carried out, due to causes attributable to the University of

Guanajuato, determined by the Institute of Administration and Appraisal of National Assets, this Order

will become void, this Institute must publish in the Official Gazette of the Federation a notice in which it

gives notice of this circumstance, as well as notify said Autonomous Public Organization.

SEVENTH.- Publish this Order in the Official Gazette of the Federation and register it in the

Federal Public Property Registry.

This Order will enter into force the day after its publication in the Official Gazette of the Federation.
