NATIONAL COMMISSION ON SECURITIES AND STOCK MARKET O R D E R Kyiv On approval of the Description of sections and schemes of XML files of the electronic form of information of securities issuers, as well as persons providing collateral for such securities, in accordance with the Regulation on information disclosure by securities issuers, as well as persons providing collateral for such securities In accordance with paragraph 4 of the decision of the State Commission on Securities and Stock Market dated 13.05.2011 No. 491 "On approval of the open data transfer format between the National Commission on Securities and Stock Market and subjects of information interaction", registered with the Ministry of Justice of Ukraine on 02.06.2011 under No. 658/19396 (as amended), and with the aim of streamlining the compilation of information by securities issuers, as well as persons providing collateral for such securities, in accordance with the Regulation on information disclosure by securities issuers, as well as persons providing collateral for such securities, approved by the decision of the National Commission on Securities and Stock Market dated 06.06.2023 No. 608, registered with the Ministry of Justice of Ukraine on 02.08.2023 under No. 1307/40363 (as amended), I O R D E R:

1. To approve the Description of sections and schemes of XML files of the electronic form of information of securities issuers, as well as persons providing collateral for such securities, in accordance with the Regulation on information disclosure by securities issuers, as well as persons providing collateral for such securities (hereinafter – electronic form) (attached).
2. The electronic form consists of an electronic file named "Report.xml", which corresponds to the scheme: "IrregEm.xsd" for special and other irregular information; 2 "QwartEmEs.xsd" for interim information; "YearEmEs.xsd" for annual information; "QwartEmEs_Cons.xsd" for consolidated interim financial statements.
3. The electronic form is compiled using the System of Directories and Classifiers of the National Commission on Securities and Stock Market, approved by the Commission's decision dated 08.05.2012 No. 646, registered with the Ministry of Justice of Ukraine on 25.05.2012 under No. 831/21143 (as amended).
4. To declare null and void the order of the Head of the Commission dated 30.12.2025 No. 17/20/3686/C01 "On approval of the Description of sections and schemes of XML files of the electronic form of information of securities issuers, as well as persons providing collateral for such securities, in accordance with the Regulation on information disclosure by securities issuers, as well as persons providing collateral for such securities" and the order of the Head of the Commission dated 29.05.2026 No. 17/20/4382/C01 "On approval of amendments to the Description of sections and schemes of XML files of the electronic form of information of securities issuers, as well as persons providing collateral for such securities, in accordance with the Regulation on information disclosure by securities issuers, as well as persons providing collateral for such securities".
5. This order comes into force on the day of its official publication.
6. The Document Management Department shall ensure the publication of this order in the Register of Acts of the NSSMC.
7. This order is a separate regulatory and technical document.

1. General Part Information is submitted as files in XML format – an open, widely used standard for unified representation of information in electronic form for data exchange between heterogeneous information systems (eXtensible Markup Language, hereinafter – XML), developed by the international W3C consortium (http://www.w3.org/TR/REC-xml). Files are submitted with the name "Report.xml". Information of different types (special and other, interim, annual) or for different reporting periods is submitted in separate files. In accordance with the XML specification, electronic form files consist of structural units of information, which are divided into elements, attributes, processing instructions, and comments. The content of files, depending on the type of data, is subject to certain rules and restrictions regarding permissible elements, attributes, and their values. These rules and restrictions, taking into account the rules and restrictions of the XML specification, constitute the specifications of electronic form files depending on the type of data. The structure and content of data for each separate specification correspond to a specific separate schema, expressed using an XSD schema – a widely used open standard for defining requirements for the structure and composition of data in XML format (hereinafter – XSD), developed by the international W3C consortium (http://www.w3.org/2001/XMLSchema-instance). The data includes a specification identifier. The identifier is specified using the special "xmlns" attribute of the root element in accordance with the XML specification. The identifier is used to identify the corresponding XSD schema and data purpose. The inclusion of text content as separate structural units, as provided by the XML specification, is not allowed in the data. Processing instructions and comments are considered insignificant information and are ignored, except for the "xml" processing instruction, which defines the xml specification and the character encoding table used for data submission. Restrictions on the use of different character encoding tables and different XML specifications for data submission are not established. However, all characters used in the data must be compatible with the windows-1251 encoding table, and the used specification must be compatible with XML 1.0 specification. Data consists of structural elements with the following purpose and principles:

• root element named "root" – the first and mandatory element of the form, which contains attributes common to all specifications and within which all other meaningful information is submitted;
• specialized elements – containers for separate meaningful parts of data (references) within the root element, which do not contain their own attributes and are intended for submitting informational rows of the meaningful part within them;
• elements named "row" – informational rows submitted within containers of the meaningful part (reference), do not contain other elements within them and submit attribute values in composition and quantity depending on the requirements for the composition of information of a separate meaningful part (reference).
• Financial Reporting data block with a name starting with "Fin" ("Fin*"), as part of interim and annual information, the structure and composition of which are established by a separate regulatory and technical document regarding the structure and composition of financial reporting and, accordingly, are defined by a separate XSD schema "FinRep.xsd".
• specialized element named "extparts" – a list of external documents, which contains attributes to enable automatic download from the Internet of copies of publicly available documents (hereinafter – list of external documents). An attribute is not included in the information if it does not contain a value. Data types are used to form information with human-perceptible meaning. In all cases where a date is submitted as an attribute value, a time component filled with zero values is also submitted in addition to the date.
