Subject: Procedural Regulation for Dobra Banknote Deposits
Considering that the current format for processing Dobra Banknote Deposits at the Central Bank shows some limitations in terms of verification and control;
There is a need to harmonize the procedures related to the compilation of notes by Commercial Banks operating in the National Financial System;
Considering the importance of regulating the entire process of receiving, checking, and recording the amounts to be deposited at the Central Bank of São Tomé and Príncipe.
In these terms, the Central Bank of São Tomé and Príncipe determines:
Article 1. Recipients
The recipients of this regulation are all financial institutions supervised by the Central Bank, which operate in São Tomé and Príncipe.
Article 2. Object
This Permanent Application Norm (NAP) regulates the process of compilation, verification, and recording of values to be deposited with the Central Bank of São Tomé and Príncipe, by financial institutions and other institutions authorized by the Central Bank.

Article 3. Compilation
In the process of compiling notes, financial institutions must observe the following:
Article 4. Formation of Bundles and Thousands
A bundle (macete) consists of one hundred (100) notes, and a thousand (milheiro) is formed by a total of ten (10) bundles.
The bundles must be properly identified, and for the relevant purposes, a band containing the identification of the financial institution and a signature from the Cashier, Checker, or Treasurer is considered valid.
The thousands must be properly banded to facilitate the preliminary verification process.
Article 5. Formation of Deposits
Deposits with the Central Bank of São Tomé and Príncipe will be validated after the full verification of bundles and thousands, presupposing the observance of the above-referenced requirements.

Article 6. Differences
The excess amount resulting from the note counting process will be credited to the corresponding deposit account.
The total shortage amount resulting from the note counting process will be debited from the corresponding deposit account.
The provisions in points 1 and 2 are processed automatically and brought to the attention of the interested parties through the issuance of a Credit or Debit Note.
Article 7. Non-compliance
Non-observance of the provisions of this Permanent Application Norm implies the return of the total amount to be deposited.
Article 8. Entry into force
This Permanent Application Norm enters into force on the date of its publication.
