The Payment Systems Department of Bangladesh Bank directs all scheduled banks operating in Bangladesh to ensure customer interests during interbank ATM and POS transactions via the National Payment Switch Bangladesh (NPSB). Banks are required to resolve technical glitches, strictly adhere to fee amounts specified in Circular Letters No. 04/2012 and No. 01/2015, and prevent the collection of extra charges beyond product or service values at merchant POS terminals. This directive mandates that banks warn merchants and raise customer awareness to prohibit the recovery of additional funds from customers for these transactions.

Dear Sir,
Subject: Ensuring customer interests in the context of interbank Automated Teller Machine (ATM) & Point Of Sale (POS) transactions conducted under the National Payment Switch Bangladesh (NPSB) network.
It has recently been observed that some banks are charging extra fees in local interbank ATM transactions under NPSB compared to the fees prescribed by Bangladesh Bank, due to various reasons including technical issues. Furthermore, in various merchant Point of Sale (POS) transactions, additional money is being collected from customers beyond the price of goods/services, which is considered contrary to customer interests.
In this regard, to ensure customer interests in interbank ATM & POS transactions conducted under the NPSB network, the following instructions are issued to you:
Resolve technical glitches and operate interbank transactions through the NPSB network, and ensure strict compliance with Circular Letter No. 04/2012 dated 24/12/2012;
Ensure strict compliance with Circular Letter No. 01/2015 dated 20/01/2015 regarding the applicable fee amounts for ATM transactions conducted via NPSB by this department;
Ensure that no money is collected from customers in excess of the value of goods or services in various merchant Point of Sale (POS) transactions. To this end, banks must warn merchants and increase customer awareness.
