This circular establishes new maximum fees and charges for domestic electronic transactions processed through the National Payment Switch Bangladesh (NPSB), applicable to all scheduled banks, mobile financial services providers, payment service providers, and payment system operators in Bangladesh. For ATM cash withdrawals, the issuing bank can collect a maximum of BDT 15 (VAT included) from the customer, while for balance inquiries, mini statements, and fund transfers, the full service charge of BDT 5 or BDT 10 respectively is collectible. It also specifies maximum Merchant Discount Rates (MDR), Interchange Reimbursement Fees (IRF), and NPSB Platform Fees for POS, Bangla QR, and E-commerce transactions, which cannot be collected from the customer. For government service payments (MCC-9399) up to BDT 25,000, the acquiring bank collects a maximum of BDT 20 (VAT included) from the customer, with BDT 5 (VAT included) going to the issuing bank. These charges become effective from February 15, 2024.

Regarding the determination of fees/charges for transactions conducted through NPSB within the country.
The fees/charges for electronic transactions conducted through National Payment Switch Bangladesh (NPSB) within the country are determined as follows:
2. Automated Teller Machine (ATM) The service charges per transaction for a bank's customer using another bank's ATM under NPSB are as follows:

This charge will be paid by the issuing bank/institution to the acquiring bank/institution. For cash withdrawals, the issuing bank/institution can collect a maximum of 15 (fifteen) Taka (VAT included) from the customer. For other transactions, the entire service charge mentioned above can be collected by the card issuing bank/institution from their customers.
3. Point of Sale (POS), Bangla QR, E-commerce 3.1) For Merchant Category Code (MCC) used in transactions in various specialized sectors (e.g., medical, education, and others), special fees/charges determined by Bangladesh Bank will apply. In other cases, the maximum rate of fees/service charges (VAT included) collectible by the acquiring bank/institution from the merchant using POS, Bangla QR, E-commerce payment systems under NPSB, and the breakdown of issuing bank/institution fees and network operating fees are as follows:

The mentioned fees/service charges cannot be collected from the customer under any circumstances.

3.2) For cash withdrawals using POS within the country, the issuing bank/institution will pay a service charge of a maximum of 20.00 (twenty) Taka (VAT included) per transaction to the acquiring bank/institution. The issuing bank/institution can collect this charge from the customer.
4. Internet Banking Fund Transfer (IBFT) For fund transfers by a customer of one bank to another bank using the Internet Banking Fund Transfer method under NPSB, the service charge per transaction is a maximum of 10.00 (ten) Taka (VAT included); which the originating bank can collect from its customers.
5. Government Services 5.1) For payment of government service values through cards, for services other than those payable under Merchant Category Code (MCC)- 9211 (Court costs including alimony and child support), MCC-9222 (Fines), MCC-9311 (Tax payments), MCC-9399 will be used, and no chargeback will be applicable against MCC-9399.
5.2) For card transactions collected against MCC-9399, for payments up to 25,000 (twenty-five thousand) Taka for cards issued in Bangladesh, the acquiring bank/institution will collect a maximum of 20 (twenty) Taka (VAT included) per transaction from the customer, of which 5 (five) Taka (VAT included) will be paid to the card issuing bank/institution. For such transactions above 25,000 (twenty-five thousand) Taka, the prevailing fees/charges of the respective banks/institutions will apply.
These charges will be applicable for transactions conducted through NPSB from February 15, 2024.
