This circular establishes new maximum fees and charges for domestic electronic transactions processed through the National Payment Switch Bangladesh (NPSB), applicable to all scheduled banks, mobile financial services providers, payment service providers, and payment system operators in Bangladesh. For ATM cash withdrawals, the issuing bank can collect a maximum of BDT 15 (VAT included) from the customer, while for balance inquiries, mini statements, and fund transfers, the full service charge of BDT 5 or BDT 10 respectively is collectible. It also specifies maximum Merchant Discount Rates (MDR), Interchange Reimbursement Fees (IRF), and NPSB Platform Fees for POS, Bangla QR, and E-commerce transactions, which cannot be collected from the customer. For government service payments (MCC-9399) up to BDT 25,000, the acquiring bank collects a maximum of BDT 20 (VAT included) from the customer, with BDT 5 (VAT included) going to the issuing bank. These charges become effective from February 15, 2024.
