Resolution 054/2011

The Board of Directors of the Central Bank of Bolivia declares Resolution 054/2011 effective, which revokes Resolution 142/2010 dated December 21, 2010. This revocation is necessitated by the abrogation of Ministerial Resolution 482-10 by Ministerial Resolution 207-11, which previously served as the basis for the Board's approval of a concessional credit to ENDE. The Presidency and General Management are tasked with executing this resolution.

BOARD OF DIRECTORS RESOLUTION NO. 054/2011

SUBJECT: THE BOARD OF DIRECTORS DECLARES RESOLUTION OF THE BOARD OF DIRECTORS NO. 142/2010 OF DECEMBER 21, 2010, WITHOUT EFFECT.

Board of Directors Resolution No. 142/2010 of December 21, 2010.

Ministerial Resolution of the Ministry of Hydrocarbons and Energy No. 207-11, of May 11, 2011.

Report from the Economic Policy Advisory BCB-APEC-SSMF-INF-2011-014 of May 17, 2011.

Report from the Monetary Operations Management BCB-GOM-SOSP-DCE-INF-2011-8.

Report from the Legal Affairs Management BCB-GAL-SANO-INF-2011-178.

CONSIDERING:

That within the framework of the provisions contained in the General State Budget 2010, the Ministry of Hydrocarbons and Energy promulgated Ministerial Resolution No. 482-10, which at the time constituted support for the BCB Board of Directors to approve, via Board of Directors Resolution No. 142/2010, the request for a concessional extraordinary credit to ENDE, for an amount of up to Bs32,523,750.90, authorizing the President of the Institution to negotiate with ENDE the conditions and terms of the indicated contract. As a consequence of the repeal.

That through Ministerial Resolution No. 207-11, the Ministry of Hydrocarbons and Energy determines that it will request a credit of Bs36,797,152.- from the BCB for the execution of the "Energy Supply Project to the Huanuni Mining Center" and in its Article 8 abrogates Ministerial Resolution No. 482-10 dated December 13, 2010.

That in Reports BCB-APEC-SSMF-INF-2011-014 and BCB-GOM-SOSP-DCE-INF-2011-8, it is recommended to the BCB Board of Directors to consider the provisions contained in Article 8 of Ministerial Resolution No. 207-11 of the Ministry of Hydrocarbons and Energy for the purposes corresponding.

That Report BCB-GAL-SANO-INF-2011-178 establishes that as a consequence of the repeal of Ministerial Resolution No. 482-10, it corresponds to the BCB Board of Directors to declare Board of Directors Resolution No. 142/2010 without effect.

That Law No. 1670 and the BCB Statute empower the Institution's Board of Directors to issue norms and adopt general decisions that may be necessary for the BCB to fulfill the functions, competencies, and powers assigned by said Law.

THEREFORE,

THE BOARD OF DIRECTORS OF THE CENTRAL BANK OF BOLIVIA

RESOLVES:

Article 1.- Declare without effect Board of Directors Resolution No. 142/2010 of December 21, 2010.

Article 2.- The Presidency and General Management are charged with the execution and compliance of this Resolution.
