Resolution SBS No. 01690-2026: Modifying the Accounting Manuals for Savings and Credit Cooperatives Not Authorized to Capture Public Resources of Level 1, Level 2, and Level 3

The Superintendence of Banking, Insurance and Private Pension Fund Administrators modifies the Accounting Manuals for Level 1, Level 2, and Level 3 Savings and Credit Cooperatives Not Authorized to Capture Public Resources. The amendments introduce account 1105 for funds administered by third parties and clarify the inclusion of fixed-term deposits in effective supplementary equity calculations within Reports No. 3 and No. 3-A. Modifications to Chapters III and IV take effect in September 2026 for Level 3 cooperatives and December 2026 for Levels 1 and 2, while Chapter V changes apply starting September 2026 for all levels.

The Superintendent of Banking, Insurance and Private Pension Fund Administrators

CONSIDERING:

That, Law No. 30822 modified the General Law of the Financial System and the Insurance System and the Organic Law of the Superintendence of Banking and Insurance, Law No. 26702 and its modifying norms (hereinafter, General Law), substituting the Twenty-Fourth Final and Complementary Provision, referring to Savings and Credit Cooperatives Not Authorized to Capture Public Resources (hereinafter, Coopac);

That, in item 4-A.1 of the Twenty-Fourth Final and Complementary Provision of the General Law, it is established that, in matters of regulation, the Superintendence of Banking, Insurance and Private Pension Fund Administrators issues the norms necessary for the compliance with what is established in said Final and Complementary Provision, as well as on the other aspects that are necessary for the supervision and regulation of the Coopac, which are consistent with the modular scheme contemplated in item 2 of said final and complementary provision. Likewise, it states that the norms issued by this Superintendence must respect the cooperative and proportionality principles applicable to supervision;

That, through SBS Resolution No. 02926-2025, dated 08.20.2025, among others, the paragraphs of item 29.3 of article 29 and item 30.3 of article 30 of the General Regulation of Savings and Credit Cooperatives Not Authorized to Capture Public Resources, approved by SBS Resolution No. 480-2019 and its modifications (hereinafter, Coopac Regulation), were modified, incorporating into the calculation of the supplementary equity of the Coopac, a percentage of the balance of fixed-term deposits;

That, likewise, through the aforementioned Resolution, among the modifications made to the Accounting Manuals for Savings and Credit Cooperatives Not Authorized to Capture Public Resources (hereinafter, COOPAC Accounting Manuals) of Level 1, Level 2 and Level 3, are the modification of "Report No. 3: Effective Equity" (hereinafter, Report No. 3) and the incorporation of "Report No. 3-A: Computable Portion of Fixed-Term Deposits in Effective Equity of Coopac" (hereinafter, Report No. 3-A);

That, within the framework of the supervision of the Coopac, it is considered necessary to make a clarification regarding the accounts to be contemplated in Report No. 3 and Report No. 3-A, specifically in relation to the fixed-term deposits of their members, which are applicable, in a percentage, for the determination of supplementary equity; situation equally identified and clarified in the case of the Central Savings and Credit Cooperatives Not Authorized to Capture Public Resources;

That, likewise, the use of digital wallets by the Coopac is increasing progressively, therefore, it is necessary to include a specific account in the COOPAC Accounting Manual, which ensures its adequate identification and standardization within the category of available funds, in order to contribute to the transparency and quality of accounting information;

That, in concordance with what is stated in the previous considerations, it is necessary to modify the COOPAC Accounting Manuals;

Having the previous technical and positive feasibility report of the norm of the Adjunct Superintendence of Cooperatives and with the approval of the Adjunct Superintendences of Cooperatives and of Regulation and Legal;

And in exercise of the attributes conferred in items 7, 9 and 13 of article 349, as well as item 4-A of the Twenty-Fourth Final and Complementary Provision of the General Law, and based on what is established in the Thirty-Second Final and Complementary Provision of the General Law;

RESOLVES:

Article First.- The Accounting Manuals for Savings and Credit Cooperatives Not Authorized to Capture Public Resources of Level 1, Level 2 and Level 3, approved by SBS Resolution No. 577-2019 and its modifications, are modified, as indicated below:

a) In Chapter III "Catalog of Accounts" and Chapter IV "Description and Dynamics of Accounts" in the Accounting Manuals for Savings and Credit Cooperatives Not Authorized to Capture Public Resources of Level 1, Level 2 and Level 3, the incorporation of account 1105 'Funds administered by third parties other than banks, financial companies of the country, coopac and financial institutions of the exterior', as well as the corresponding subaccounts and analytical accounts, is carried out, in order to be able to carry out adequate control of the cash maintained in an entity different from the financial entities.

b) In Chapter V "Complementary Information to the Financial Statements (Appendices and Reports)" in the Accounting Manuals for Savings and Credit Cooperatives Not Authorized to Capture Public Resources of Level 1, Level 2 and Level 3, the following changes are made in order to incorporate clarifications regarding the incorporation of fixed-term deposits in the determination of effective supplementary equity:

  • Report No. 3 "Effective Equity" is modified
  • Report 3-A "Computable portion of FTD in Effective Equity of Coopac" is modified.

The aforementioned modifications are attached in the Annex that forms part of this Resolution and is published on the institutional portal (www.sbs.gob.pe), in accordance with what is established in Supreme Decree No. 009-2024-JUS.

Article Second.- The validity of this Resolution must take into consideration the following:

▪ The modifications to Chapters III and IV of the COOPAC Accounting Manuals of Level 1, Level 2 and Level 3, indicated in the Annex referred to in Article First, enter into force starting from the information of September 2026 for Level 3 Coopac and of December 2026 for Level 2 and Level 1 Coopac.

▪ The modifications to Chapter V of the COOPAC Accounting Manuals of Level 1, Level 2 and Level 3, indicated in the Annex referred to in Article First, enter into force starting from the information of September 2026 for Level 1, Level 2 and Level 3 Coopac.
