SBP-DR-CIRCULAR-2026-0071. Issuance of Agreement No. 4-2026
Agreement No. 4-2026 modifies Article 17 and adds Articles 17-A, 17-B, and 17-C to Agreement No. 012-2015, which governs administrative sanctioning procedures for banking processes lacking special administrative procedures. These amendments revise the types of notifications and the general notification procedure applicable to such cases. The agreement entered into force upon its promulgation in the Official Gazette.

Dear General Manager:
We are pleased to inform you that the Board of Directors of this Superintendence has issued Agreement No. 4-2026 of June 23, 2026, "By which Article 17 is modified and Articles 17-A, 17-B, and 17-C are added to Agreement No. 012-2015, which establishes the administrative sanctioning procedure before the Superintendence of Banks for those processes that do not have a special administrative procedure established."
Through the aforementioned Agreement, the types of notifications to be applied in processes that do not have a special administrative sanctioning procedure established are modified; as well as the notification procedure in general, and new articles are incorporated into Agreement No. 012-2015.
This Agreement will enter into force from its promulgation in the Official Gazette.
Attached you will find a copy of the Agreement, the text of which can be consulted through our website www.superbancos.gob.pa in the regulatory section.
