Dear General Manager:

By means of this letter, we inform you that the Superintendencia de Bancos de Panamá will be initiating the process of replacing and distributing the new format of numbered adhesives, intended to inform the general public that the banking entity is regulated and supervised by this institution.

For this reason, we request that you kindly remit, through the email superbancos@superbancos.gob.pa, the quantity of adhesives required by the entity for its establishments.

The banking entity must remit the information according to the format contained in the attached (Annex 1) to this circular. This must include each of the establishments that maintain an adhesive and are reported by the bank according to the definition contained in Circular No. 020-2006 of April 7, 2006, and in Circular SBP-DR-CIRCULAR-2025-0079 of August 11, 2025, required in the "Type of establishment" Table (BAN01); additionally, the name, position, and contact number of the person who prepared this information must be included.

Once the Superintendencia de Bancos has performed the corresponding verifications of the information submitted in (Annex 1), the necessary quantity of adhesives will be delivered to the bank's head office, with the numbering assigned to each of the reported banking establishments. Once the new adhesives are received and installed, the bank must return the previous ones within a period not exceeding twenty (20) business days and inform of any situation that prevents their shipment to this Superintendency.

It will be the responsibility of each bank's head office to distribute the adhesives to its establishments, according to the list provided by this institution. Furthermore, they must inform this Superintendency of any discrepancies found in the list; return any insignia that is not used; and request additional insignia required by the bank, including those necessary due to the opening of new establishments.

The new adhesives must be placed according to the following general instructions:

1. The adhesives are for the exclusive use of banking entities that have obtained a general, international, or representation license, as applicable.

2. They must be located in a visible place on the door of the bank's main premises and of each of the bank's branches, agencies, card centers, loan centers, or mobile service centers, according to the provided list, and as stated in Circular No. 020-2006 and Circular SBP-DR-CIRCULAR-2025-0079.

3. For better protection of the adhesive against any external elements and against Ultraviolet (UV) rays; it is required that the sticky side of the insignia be placed on the glass door from the interior of the establishment, which allows it to be visible from both sides.

4. Under no circumstances should the adhesive be placed from the external part of the banking establishment's door.

5. Premises that offer banking services to the public, located within the premises of establishments that are additionally dedicated to other activities besides banking business, must place the adhesives in a visible place, where the public accessing their services can read them easily.

It is important to note that when the bank requires replacing an adhesive due to wear, relocation, repairs, or other reasons, it must return the adhesive that requires replacement. In case of not doing so, it will be their responsibility for any improper use that a third party, other than the bank, may give to the non-returned adhesive; and they will be subject to the corresponding sanction processes, this includes the bank's establishments that cease operations and the banks that are liquidated forcibly or voluntarily. To request or return this insignia, we appreciate it if you make the request via formal note through the email superbancos@superbancos.gob.pa. This Circular renders Circular No. 052-2008 of October 27, 2008, inapplicable.
