SBP-DR-CIRCULAR-2026-0096: Issuance of Agreement No. 7-2026
Agreement No. 7-2026 amends Articles 4 and 5 of Agreement No. 4-2011, which establish rules for the charging of certain commissions and surcharges by banking entities on passive and active operations. The modification requires banking entities to ensure that contractual relationships with banking consumers are conducted under criteria of transparency in accordance with current banking legislation. The amended provisions enter into force on January 4, 2027.

We permit ourselves to inform you that the Board of Directors of this Superintendency has issued Agreement No. 7-2026 of August 25, 2026 “By means of which Articles 4 and 5 of Agreement No. 4-2011 are modified, which dictate rules for the charging of certain commissions and surcharges by banking entities.”
Through the aforementioned Agreement, Articles 4 and 5 of Agreement No. 4-2011 are updated, which contemplates rules for the charging of certain commissions or surcharges in passive and active operations. The modification seeks to guarantee that contractual relationships with banking consumers are developed under criteria of transparency, in accordance with current banking legislation.
This Agreement will enter into force starting from four (4) January 2027.
