Article 10 of the Regulation of Complementary Public Service Channels of Financial System Companies and Electronic Money Issuing Companies is modified to establish specific cash limits for Basic Operations Establishments (EOB). Daily cash limits per person are set at 6 Tax Units (UIT) for credit-related operations and 2 UIT for others, while daily cash on hand is capped at 10 UIT, extendable to 30 UIT subject to enhanced control measures and reporting. Companies must submit risk reports to the Superintendency regarding design changes or limit modifications, implement specific controls for cash holdings exceeding 10 UIT, and maintain updated business plans for implemented EOBs. The resolution enters into force the day following its publication in the official newspaper El Peruano.

CONSIDERING: That, via SBS Resolution N° 1661-2025, the new Regulation of Complementary Public Service Channels of Financial System Companies and Electronic Money Issuing Companies was approved, through which the scope of operations and services that can be carried out through Basic Operations Establishments (EOB) was expanded, among other clarifications, in order to achieve greater financial inclusion; That it is necessary to modify the Regulation of Complementary Public Service Channels of Financial System Companies and Electronic Money Issuing Companies in order to expand the limits applicable to operations in EOB, facilitating the attention to the transactional needs of clients or users and strengthening the use of these establishments as complementary service channels, especially in rural or hard-to-reach areas, thus contributing to greater financial inclusion. Having the approval of the Deputy Superintendencies of Banking and Microfinance, and of Regulation and Legal, and of the Risk Management, and; In exercise of the powers conferred by numerals 7 and 9 of article 349 of the General Law of the Financial System and the Insurance System and Organic Law of the Superintendency of Banking and Insurance, Law N°26702 and its modifying norms; and on the basis of what is stated in the Thirty-Second Final and Complementary Provision of the General Law;
RESOLVES:
First Article.– Modify numerals 10.3, 10.4, 10.5 and 10.6 and incorporate numerals 10.7 and 10.8 of article 10 of the Regulation of Complementary Public Service Channels of Financial System Companies and Electronic Money Issuing Companies, approved by SBS Resolution N° 1661-2025, in accordance with the following:
"Article 10.- Operations and services (...)
2 10.3. Companies must establish limits for the provision of operations and services through the EOB, in accordance with the operations and services allowed to these establishments. These limits include: a) Cash limit per person for a maximum daily amount of 6 UIT (Tax Unit) for withdrawals and/or deposits that are associated with credit operations such as disbursements, payment of installments, prepayment of capital or cancellations. b) Cash limit per person for a maximum daily amount of 2 UIT for other operations distinct from credit operations. c) Daily limit for cash on hand of up to 10 UIT. Exceptionally, said limit may be expanded up to 30 UIT, provided that the company implements control measures in accordance with the higher level of risk assumed and submits the report referred to in numerals 10.4 and 10.5 of this article. 10.4. Companies must submit to this Superintendency a risk report for new products and important changes, in accordance with what is established in Circular N° G-165-2012, both for any modification they make in the design conditions of the operations and services that can be carried out through the EOB, as well as for changes in the limits established for the provision of operations and services offered through said channel. The limits established by the company, as well as any modification to said limits, must be within the maximum amounts established in numeral 10.3 of this article. 10.5. In the case of the implementation of limits for cash on hand higher than 10 UIT, the report referred to in numeral 10.4 of this article must include, in addition, the description of the risks derived from the change, the controls implemented to mitigate them, the geographic location of the EOBs included in the limit expansion and the justification that supports said expansion. At a minimum, controls must include aspects related to the custody, handling, transfer and security of cash; segregation of functions or double control mechanisms in the reception, custody and cash count; periodic cash counts or equivalent controls; the reconciliation of operations and cash balances; insurance coverage for cash on hand and in transit; physical security and video surveillance of the establishment; monitoring of limits and operations carried out through the EOB; LA/FT risk management; and operational continuity. Likewise, companies must periodically monitor the justifications that support the expansion of the daily cash on hand limit above 10 UIT, in order to verify that said need persists over time. 10.6. The Superintendency may require the reduction of limits or the implementation of additional control measures when it determines that the implemented controls are not in accordance with the level of exposure to risks. 10.7. Companies must have information on the number and amount of transactions carried out, by type of operation and service provided through each EOB, as well as monitor compliance with limits and other prudential measures established according to the case.
3 10.8. Once the EOBs are implemented, the business plan referred to in literal b) of numeral 12.1 of article 12 of this Regulation, must be kept updated. The business plan must be available to this Superintendency when it requires it."
