SD Circular No. 02: Regarding time refixation of NBDC Return reporting

Dear Sir,

Regarding the revision of the time limit for submitting MSALL returns.

Reference is drawn to Statistics Department Circular No.-01/2006 dated: 05 July, 2006 and Ref: DS,NBDCS-1(3)/2015, dated: 15 September 2015.

In accordance with the aforementioned circular, deposit-taking Non-Banking Financial Institutions have been regularly submitting information on sector-wise assets and liabilities for the relevant month through the MSALL return to this department by the 20th of the following month. The financial survey of Bangladesh is prepared based on the MSALL return and information received from banks, which is used for monetary policy implementation of the country and for transmitting information to various international organizations. In view of the demand from the higher authority, to expedite the work of the financial survey, the time limit for submission of the aforementioned return has been revised from the 20th to the 15th. Accordingly, with the approval of the higher authority, the following instructions are issued for the regular submission of the MSALL return by Non-Banking Financial Institutions to the Statistics Department of Bangladesh Bank within the stipulated time:

1. The MSALL return for the month of May, 2023 and subsequent months shall be submitted to this department by the 15th of the following month through the Online Data Entry System (ODES) of Bangladesh Bank.

2. To facilitate the submission of accurate and reliable returns by financial institutions, the 'Guidelines for MSALL Return Filing-1, 2 & 3' published by this department shall be followed.

3. In accordance with Section 41(2) of the Non-Banking Financial Institutions Act, 1993, the concerned officers shall always remain vigilant regarding the submission of reliable reports within the stipulated time limit and shall contact this department directly if necessary.
