SGDB N° 031/2013: New Satellite Time Service of the BCB
The Central Bank of Bolivia (BCB) has implemented a redundant satellite time system providing Network Time Protocol (NTP) services to all entities participating in the High Value Payment System (SIPAV) to synchronize their computer system clocks. Participating entities are required to configure their DNS servers to redirect queries for the "bcb.net" domain to specific IP addresses depending on their connection type: 112.2.11.254 for direct BCB and interbank network connections, and 192.168.1.254 for connections via the internet. This circular supplements point 11 of the SIPAV Operational and IT Guide v. 2.0, which establishes that the BCB's recorded time is the valid reference for all SIPAV communications and schedule controls.

Ladies and Gentlemen:
The Central Bank of Bolivia has implemented a new redundant satellite time system, which provides the NTP (Network Time Protocol) service to all entities participating in SIPAV, so that they can synchronize the clocks of their computer systems. For this purpose, two purpose-specific servers are made available at the following addresses:
- ntp1.bcb.net (primary)
- ntp2.bcb.net (secondary)
Complementarily, it is necessary for each entity to configure its DNS name server to redirect queries to the domain "bcb.net" to the following IP addresses:
a. 112.2.11.254 (For entities connected directly to the BCB and the interbank network) b. 192.168.1.254 (For entities connected to the BCB via internet)
This circular complements what is established in point 11. Schedules of the SIPAV Operational and IT Guide (GOIS) v. 2.0, which states: “The valid reference time for the control of the described schedules and for all communications through SIPAV will be that recorded by the BCB as administrator of SIPAV”.
