The Central Bank of Bolivia (BCB) has implemented a redundant satellite time system providing Network Time Protocol (NTP) services to all entities participating in the High Value Payment System (SIPAV) to synchronize their computer system clocks. Participating entities are required to configure their DNS servers to redirect queries for the "bcb.net" domain to specific IP addresses depending on their connection type: 112.2.11.254 for direct BCB and interbank network connections, and 192.168.1.254 for connections via the internet. This circular supplements point 11 of the SIPAV Operational and IT Guide v. 2.0, which establishes that the BCB's recorded time is the valid reference for all SIPAV communications and schedule controls.
