SGDB N° 032/2017: Requirements to Participate in Open Market Operations via Electronic Auction System
The Central Bank of Bolivia establishes the specific documentation requirements for direct and indirect participants to bid in public auctions conducted through the Electronic Auction System (SSE). Direct participants, including banks, insurance companies, and pension fund administrators, must submit a written request along with copies of their constitutional deed, legal representation power of attorney, identity cards, tax registration certificates, commercial registry certificates, and operating licenses. Indirect participants, comprising natural and legal persons acquiring securities through an authorized agent, require the authorized agent to submit a written request including the participant's constitutional deed, operating license (if financial), tax registration, commercial registry certificate, or identity card (if natural person).

Photocopy of the Notarial Deed of Constitution of the financial entity. . Legalized photocopy of the Power of Attorney for legal representation of the person(s) who will sign the contract. . Simple photocopy of the identity card of the person(s) who will sign the contract. . Simple photocopy of the electronic certification of registration in the National Taxpayer Registry with its respective Tax Identification Number (NIT). . Photocopy of the Certificate of the Bolivia Commercial Registry issued by FUNDEMPRESA. . Photocopy of the Administrative Resolution from ASFI or APS granting the Operating License to the entity. Indirect Participants: Natural and legal persons who acquire securities through an authorized agent: . The authorized agent to carry out Open Market Operations must request in writing to the Monetary Operations Management of the BCB to include as its third party a certain natural or legal person, attaching the following documents: a) Financial legal persons: . Photocopy of the Notarial Deed of Constitution of the financial entity. . Photocopy of the Administrative Resolution from ASFI granting the Operating License to the entity. . Simple photocopy of the electronic certification of registration in the National Taxpayer Registry with its respective Tax Identification Number (NIT). . Photocopy of the Certificate of the Bolivia Commercial Registry issued by FUNDEMPRESA. b) Non-financial legal persons: . Photocopy of the Notarial Deed of Constitution of the legal entity. . Simple photocopy of the electronic certification of registration in the National Taxpayer Registry with its respective Tax Identification Number (NIT). .
