Ladies and Gentlemen:
The Central Bank of Bolivia (BCB) communicates to the participating entities of the Electronic Compensation Chamber and the participants of the LIP System that:
In compliance with the decision of the Open Market Operations Committee of the BCB, reflected in Ordinary Act No. 02/2015, and within the framework of Board Resolution 130/2014 which approves the "Regulation for the direct sale of securities to natural persons through electronic means," the BCB will put its Internet Direct Securities Sales System into production starting January 12, 2015.
Purchase operations registered by clients in the Internet Direct Securities Sales System may be settled via electronic transfers (LIP) with operation E09 (Direct Sale of Securities) or via electronic transfers through ACH.
In this context, participants of the Electronic Compensation Chamber and participants of the LIP System are reminded that the details of these operations were communicated through External Circulars SGDB No. 048/2014 and SGDB No. 052/2014, which are attached for reference.

The operation will allow the natural person to settle purchases of BCB securities via electronic transfers (LIP).
The operation enabled in the LIP for this effect is:

In order to initiate the application of the described process, participants must submit their request to add operation E09 Direct Sale of Securities to their valid digital certificates with a written note to the Financial Entities Management of the BCB by 6:00 PM on Monday, December 1, 2014.

In compliance with Board Resolution 130/2014 which approves the "Regulation for the direct sale of securities to natural persons through electronic means," it will begin its direct securities sales operations remotely through a web-based sales system provided by the BCB. The operation will allow the natural person to settle purchases of BCB securities via electronic transfers (ACH).
To this effect, the BCB became a participant of the Electronic Compensation Chamber starting in December of the current year. In this context, participants of this Chamber are reminded that they must accept transfer orders in favor of the BCB made by natural persons through electronic banking or on-platform at any agency or branch of their entities nationwide.
A brief guide is attached that explains the information that must be registered in the required fields to process transfers to the BCB in order to settle securities purchase operations.
