Scheduled banks and financial institutions operating in Bangladesh must report newly defined enterprise categories—specifically 'informal/preliminary enterprises' and 'trading/business' within the 'medium' category—in the online verification system when applying for refinancing from the SMEDP-2 revolving fund. Applicants are required to submit a certificate confirming that the relevant customer institution has not received refinancing benefits from any other fund or through another Project Financing Institution (PFI) besides the SMEDP-2 revolving fund. These requirements apply alongside existing instructions from the September 5, 2024, SMEDP-2 Circular No. 1, which remain unchanged.

Attention is drawn to SMEDP-2 Circular No.-1 dated September 5, 2024, of the SMEDP-2 project and SMESPD Circular No.-1 dated March 17, 2025, of the SME & Special Programs Department.
Paragraph 2.1 of SMESPD Circular No.-1 dated March 17, 2025, of the SME & Special Programs Department (SMESPD) defines a new type of industrial enterprise named 'Informal/Preliminary Enterprise' and includes a new sub-sector named 'Trading/Business' in the 'Medium' enterprise category, which will be applicable in cases of claiming refinancing from the revolving fund under the SMEDP-2 project. In this regard, the aforementioned guidelines in the Master Circular shall be complied with for refinancing from the revolving fund established under the SMEDP-2 project via SMEDP-2 Circular No.-1 dated September 5, 2024.
In case of applying for refinancing claims from the revolving fund under the SMEDP-2 project, the above-mentioned additions must be reported appropriately in the online verification system. Additionally, a certificate stating that 'the relevant customer institution has not availed refinancing benefits from the revolving fund under the SMEDP-2 project from any other fund other than the revolving fund under the SMEDP-2 project or through any other PFI' must be submitted along with the refinancing claim application.
Furthermore, all other instructions contained in SMEDP-2 Circular No.-1 dated September 5, 2024, shall remain unchanged.
These instructions are issued under the powers conferred by Section 45 of the Bank Companies Act, 1991, and Section 18 of the Financial Institutions Act, 1993, and shall come into force immediately.
