The circular exempts participating institutions from the requirement to contribute to the refinancing fund for CMSMEs, maintaining the previous exemption threshold of 20% for classified loans/investments and the obligation to maintain capital adequacy, cash reserve, and statutory liquidity ratios as prescribed by Bangladesh Bank. This directive is issued under Section 45 of the Bank Company Act, 1991, and takes immediate effect.

Reference is drawn to your attention to SMESPD Circular No.-01 dated 17 March, 2025, on the subject above.
In order to increase the contribution of the CMSME sector to economic development and to create opportunities for more primary institutions, the following exemption has been granted from the percentage mentioned in Section 14.4.2 of the aforementioned circular, until further order, for the inclusion of participating institutions as recipients of refinancing facilities from state-owned commercial banks and specialized banks operating in the CMSME sector:
a) The rate of classified loans/investments shall be maximum 20%; b) Maintenance of capital adequacy, cash reserve ratio (CRR), and statutory liquidity ratio (SLR) as prescribed by Bangladesh Bank.
This directive shall take immediate effect.
