Namibia operates a dual-regulatory framework for fintech and payments. The Bank of Namibia supervises payment service providers, electronic money issuance, and payment system operators under the Payment System Management Act, 2023. The Namibia Financial Institutions Supervisory Authority (NAMFISA) regulates financial markets, insurance, and collective investment schemes under the Financial Institutions and Markets Act, 2021, which became operational on 1 May 2026.

Payment service providers must obtain licensing and authorization from the Bank of Namibia, with strict requirements for e-money issuers and system participants.
