Namibia operates a dual-regulatory framework for fintech and payments. The Namibia Financial Institutions Supervisory Authority (NAMFISA) regulates financial markets, insurance, and collective investment schemes under the Financial Institutions and Markets Act, 2021, which became operational on 1 May 2026.
Payment service providers must obtain licensing and authorization from the Bank of Namibia, with strict requirements for e-money issuers and system participants. The regulator has mandated interoperability through the Instant Payment Switch and enforced caps on transaction fees to promote financial inclusion.
NAMFISA enforces comprehensive registration, capital adequacy, and conduct standards for non-banking financial entities. The regulatory environment is modernized, with recent directives focusing on cybersecurity, cross-border transaction efficiency, and the formalization of market infrastructure.
