Circular No. 5 of 2025 - Certificate of Approval of Employees under the Seychelles Gambling Act

The Financial Services Authority of Seychelles issued Circular No. 5 of 2025 to amend the Certificate of Approval form for gambling licensees. The revision removes the General Manager from the PQ Form requirement and updates the Key Employee definition to include them while excluding the Human Resource Manager. These changes clarify compliance obligations by establishing distinct categories for managerial and floor-based staff on the updated form.

Circular No. 5 of 2025 Date: 28 th March 2025 Certificate of Approval of Employees under the Seychelles Gambling Act Following circular No. 2 of 2020 dated 4th February, 2020, the Financial Services Authority hereby issues this circular to provide licensees clarity with regards to an amendment to the Certificate of Approval (COA) of employees under the Seychelles Gambling Act. The amendments made to the COA Form is as outlined below:

  1. The requirement for General Managers to complete the PQ Form has been removed (previously stated on Page 2, third bullet point of the COA Form). Only Proposed Directors are now required to complete the PQ Form.
  2. The definition of a Key Employee has been updated to include the General Manager.
  3. The Human Resource Manager has been removed from the definition of a Key Employee, as they are not required to complete the COA. Accordingly, the revised definitions of Key Employee and Other Employee on the COA Form are as follows: • “Key Employee” (employee with managerial functions): employee taking up any management position within the gambling licensed premises, such as General Manager, Financial Controller, Casino or Slot Machine Manager, Floor Manager, Surveillance or Security Manager, Seniors and Supervisors. • “Other Employee” (employee without managerial functions): An employee whose work is directly involved with the gambling floor area such as host, slot attendant, inspector’s, pit boss, cashier, surveillance, dealers, technician, etc. More clarifications can be sought from the Authority on igp.supervision@fsaseychelles.sc FINANCIAL SERVICES AUTHORITY
