Resolution of the Board of the Central Bank of the Republic of Uzbekistan
On Amendments to the Technical Requirements for the Construction of Cash Networks in Buildings of Banks and Their Branches

In accordance with the Laws of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan" and "On Banks and Banking Activity", the Board of the Central Bank of the Republic of Uzbekistan resolves:
Make amendments to the Appendix to the [Technical Requirements](/docs/3010332?ONDATE=02.11.2016 00#3010370) for the construction of cash networks in buildings of banks and their branches, approved by Resolution No. 18/2 dated June 25, 2016 of the Board of the Central Bank of the Republic of Uzbekistan (registration number 2816, July 26, 2016) (Collection of Legislation of the Republic of Uzbekistan, 2016, No. 30, Article 366).
This resolution enters into force from the date of its official publication.

Amendments being made to the Technical Requirements for the Construction of Cash Networks in Buildings of Banks and Their Branches
"2. The structure of the cash network organized in a bank (branch) must include the following rooms and cash desks:
money vault;
antechamber of the money vault;
evening cash room or money vault of the evening cash;
room for receiving incassation bags (pouches);
cash desk for counting cash and other valuables;
incoming cash desk, outgoing cash desk, or incoming-outgoing cash desk;
rooms for storing personal items of cash employees and other household-economic rooms used by cash employees;
incassation box (hereinafter referred to as incassation box in the text) intended for loading or unloading cash and other valuables of the bank (branch) into incassation service vehicles.
Taking into account the volume of the bank (branch) building and the location of rooms within it, the incoming cash desk, outgoing cash desk, or incoming-outgoing cash desk may also be organized separately from the cash network in accordance with these Technical Requirements.".
"6. The cash network and its rooms must be constructed taking into account the future increase in the volume of cash and other valuables stored at the bank (branch), as well as the use of non-combustible construction materials.
Reconstruction, modification, and expansion works of rooms in the cash network are carried out based on fire safety requirements. In this case, conditions must be created for the safe evacuation of people and material assets from the bank (branch) building in emergency situations.".
"10. The manager's office in the cash network must be located in such a way as to provide the opportunity to monitor the performance of incoming and outgoing or incoming-outgoing cash operations.
The area allocated for the incoming cash desk, outgoing cash desk, or incoming-outgoing cash desk must ensure the integrity of cash and other valuables in the cash desk and create opportunities for performing cash operations.
The front side of the incoming cash desk, outgoing cash desk, or incoming-outgoing cash desk must face the cash hall.
To prevent free entry of clients into the cash room, a strong barrier must be installed on the side of the incoming cash desk, outgoing cash desk, or incoming-outgoing cash desk facing the cash hall.
When providing cash services to clients by incoming, outgoing, or incoming-outgoing cashiers, an opportunity must be created for the client to monitor the activity of the cash employee.
The side of the incoming cash desk, outgoing cash desk, or incoming-outgoing cash desk facing the cash hall must be equipped in a manner that creates conditions for the client to receive or hand over cash and other valuables.
If the incoming cash desk, outgoing cash desk, or incoming-outgoing cash desk is organized separately or adjacent to each other in a bank (branch), these cash desks must be equipped in a manner that ensures the integrity and inviolability of cash and other valuables, as well as creates opportunities for controlling cash operations.
The incoming cash desk, outgoing cash desk, or incoming-outgoing cash desk must have a door with a width of at least 90 cm that can be locked from the inside and outside, as well as a separate corridor connecting it to other rooms of the bank (branch) cash network.".
The first paragraph of Paragraph [20](/docs/3010332?ONDATE=02.11.2016 00#3010433) shall be stated in the following wording:
"20. The area of the recounting cash room must be constructed taking into account that at least 4 m² of area corresponds to one employee.".
"22. The antechamber of the money vault in the cash network must be an antechamber of the money vault with an area of at least 6 m².".
"24. If the door of the money vault requires sliding, a special device that draws in the smell emitted when heating the slide is installed in the antechamber of the money vault.".
"27. Entry to the money vault is allowed only from the antechamber of the money vault. If entry to several money vaults is possible from one antechamber of the money vault, this antechamber of the money vault is considered the antechamber for all money vaults.
The area of the money vault must be at least 10 m², and the height must be 2.5 m.".
The first paragraph of Paragraph [33](/docs/3010332?ONDATE=02.11.2016 00#3010449) shall be stated in the following wording:
"33. The ceiling of the money vault consists of a solid iron-concrete shell with a thickness of 20 cm and an outer covering plate. In this case, the weight of the roof of the bank building (building floor) must not fall on the iron-concrete shell constituting the ceiling of the money vault.".
"43. An evening cash room is organized in the cash network for receiving incassation bags (pouches) brought from banks (branches) operating on a direction-based collection or extended working day regime, and from cash desks located outside the building.".
"44. If there is no money vault of the evening cash in a bank (branch), the evening cash room can perform the function of the money vault of the evening cash. In this case, cash and other valuables in the evening cash room must be stored in non-combustible safes fixed to the wall or floor, with safe doors locked and sealed.".
The words "Antechamber of the Evening Cash Money Vault" in Paragraph [45](/docs/3010332?ONDATE=02.11.2016 00#3010471) shall be replaced with the words "Money Vault of the Bank (Branch) Evening Cash".
Paragraphs [46 – 48](/docs/3010332?ONDATE=02.11.2016 00#3010472) are recognized as having lost their force.
Paragraph [55](/docs/3010332?ONDATE=02.11.2016 00#3010490) shall be stated in the following wording:
"55. The cash network must be equipped with warning devices, security signaling devices, and fire alarm devices.".
